The Rock Doctor

The ship story is not terribly exciting:  Two new protected cruisers, some more torpedo boats and small stuff.

Also adding two air points and two deployment points.

The important thing, really, is a big push to complete economic development on no less than 7 IC scattered across the Union's overseas territories.  This will generate a good chunk of extra revenue in 1914, which is important because there won't be nearly as much money available for economic development at that time.  It'll be going toward canal excavation instead.

R&D continues; new twin 350 and triple 250mm turret development to provide some flex in future designs.

That's what's stalling me from posting Parthia's turn.
Trying to balance priorities.

On the one hand, the Chinese (NPC) reports were enough to highlight some deficiencies, and Parthia's working to fix that.
With that route, I can finish 4 IC.

But if I slow down for a turn, I have several others I could build instead.  I've finished 3 drydocks, I could pause the other 5.  Do I need 24 DDs under construction?
All of which is complicated that as a "roleplay" matter, I invest a little in IC in many colonies- Parthia is slowly building them up, while finishing IC in some.

Did the pipes play the flowers of the forest
