Question -
your choosing to use the old turn sheet, which is fine,
but don't seem to have a way of dividing your built colonial IC into "rich"/"average"/poor.
It may be right now you have no rich/poor, but will eventually need to get updated.
Did they beat the drum slowly,
Did they play the fife lowly,
Did they sound the death march, as they lowered you down,
Did the band play the last post and chorus,
Did the pipes play the flowers of the forest

I knew there was a reason that turn seemed so easy when I was dreading it last week. I need to transfer everything to the newly formatted spreadsheet.

Spreadsheet is optional,
you can just adapt yours if you want.

But we need to know if an IC built is in rich, average or poor, as each produces different $.

Darman,
On 1912HY2, you pay for 12 new non-naval units.

On the deployment section of the non-naval tab lists 17 units as new.
I'm going to assume that means "previously built" 1911hY1-1912Hy1, and the HY2 troops are on top of that.

I'll have to double-check but I usually don't count any units I paid for during a turn as being available that same turn.  So presumably they were previously created and paid for.

Edit:
I found what you were looking at.  the units recruited in 1912-1 totaled 9 points (combination of land and deployment points).  They all were assigned to the "reserve" pool (being new units I generally assign them directly to the reserve pool to complete their organization and so that the unit doesn't spend 6 months being built and then immediately shipping out for the far side of the world).  Some of those "new" units were units that I had intended to be shipped overseas (the 3 land and 3 deployment units were supposed to be transported to Port Moresby in preparation for a future landward expansion of the colony).  They are "new" only to their location, not to the overall force.

Also,

Just noticed - you mark the Canaries as 'Homeland'.
They are a colony.
The IC there should be moved back to a "Homeland" Province.
