August 4th, 1908

The leaders of the Partido dos Trabalhadores e dos Camponeses slowly walked towards the waiting carriage that would whisk them away.  Pedro looked around and then in a law voice, "It's a trick to get use to back sending troops nothing more."

By this point several of the other party members looked sideways as Pedro spoke and it looked like he would keep going when a glare from the party leader at last silenced him.

"Trick or not it's a clever ploy; if we don't cooperate they can turn or own rhetoric against us...  'A better a future for all Brazilian poor and working class.'" The party leader paused before continuing "And who can be more poor than the Indians?  So we need to go along with this plan and keep our options open and no mater we don't want the government to resort to force on this otherwise it will be that much easier to the same to our people down the road."

"I still don't like it and neither will the workers..."

The leader translated in his head, "I don't like it and I will make sure the workers don't either."  Before speaking, "Of course Pedro but I am sure we can work something out."

A young, beautiful and unclothed lady sat up in bed, "So Pedro what are you going to do once you remove the Leader?"

"Well my dear first of all..." KNOCK KNOCK, Pedro quickly pulled on his pants and went to the door, "Just a second I have been expecting someone."  Pedro opened the door and looked out into the dark hallway, one that when he went into the room was lit, "Silva is that you?"

"No..." the voice answered and before Pedro could do anything one of the barrels of a sawed off double barreled shotgun roared and Pedro's limp body flew back into the room.  As the lady on the bed screamed the gun turned towards her and then one last blast silenced her forever.

A few hours later across town.

"Its done Chefe."

The leader of the Partido dos Trabalhadores e dos Camponeses was in a private meeting with the Governor General.

"I am so sorry to here about the death of young Pedro, I always viewed him as a hot head but at least he was true to his beliefs.  That is something I can respect even if I..... disagree with those beliefs."

"Yes Governor his death is a great loss to the party it is a shame that he was sleeping with another mans wife.  I understand that there is to be no trial?"

"That is for the city prosecutor but from what I have been told he sees no hope of a conviction under the circumstances."

"We to business Governor I will support passage of your Indian Protection act and the major..?"

"Major Rondon, Major Cândido Mariano de Silva Rondon."

"Yes Major Rondon plan of meeting with the natives and working to integrate them within the nation will have my support.  The legislation will pass without issue."

"Excellent..."
   
Several Weeks Later the Native Protection Act passes the Brazilian Parliament.  The act establishes the Native Protection service and its goal is to see to the protection of the native peoples of Brazil.  Major Rondon will spend the next several years traveling across Brazil meeting with various native tribes, mediating between ranchers, farmers, miners and the Indians.

Don Felipe said, "Everyone is getting involved with the mess that the Netherlands East Indies is turning into."

Jamie asks, "What's the latest word from Paris?"

Everyone turn towards the Foreign Minister who clearly hasn't had much sleep of late.  "There still obsessing over that Swiss Cruiser we have interned down south the NSS Launceston."

"Anything specific or more offers to invite the captain for dinner?" Almirante General Pascual asked

"Actually yes, the ambassador attitude on his French counterparts has done a major turn around in the last 24 hours or so.  He says that the French have evidence that the Cruiser was attacking neutrals in addition to allied shipping.  Also that the ship or her captain was involved with that entire Muslim convoy attack that started the war in the first place."

Several curses around the table... Then the admiral says, "We should have let the Swiss sell the stupid thing like they wanted to..."

Don Felipe says, "Were past that Admiral."

Then Jamie interrupts, "Yes well passed it and we don't have time for this distraction.  Moratinos your man says the French have evidence?"

"That's what he says, he is most insistent that we shouldn't let that ship go and has suggested that we send a team from one of the Asrsenal's tp inspect the ship and question her crew before we let her go."

Jamie thinks for a moment, "We will just have to deal with the fallout order the search and hope we find nothing.  I will talk to the Swiss Ambassador personally to explain what's going on.  Anything useful from Paris?"

"Rumors of all sorts of talks, talks we're being shut out of, but it sounds like they mean business and won't let the Swiss have an inch of the Netherlands East Indies come hell or high water."

"Admiral and General are you two ready?"

The Military officers answered at once and together, "Yes, your Majesty!" 

The Admiral spoke, "We have had the plans ready for some time all we need to do is give the order."

All eyes turned towards the emperor, "Set things in motion, if events correct can we pull back?"

"Not once we start moving its to far away and communications are screwed up and will be for years to come."

"Very well admiral we will just have to hope for the best then, get things ready and hope for the best.  Include some discretionary orders for our people if things come apart before we send the final word.  Lets get the proclamation drawn up and see what happens."

A great deal of coded radio and telegraph signals are sent out from Madrid to the Philippines and shortly afterwards Manila and Subic Bay are closed to all foreign shipping, while Iberian shipping concentrates in the ports and a great deal of activity is going on in the two ports and near them.

Cattle Ranchers petition Governor General in Rio de Janeiro to deploy military units to patrol the Paraguay River.  Ranchers are reporting theft of cattle by parties of natives out of Gran Chaco across the river.  The natives strike at night and then drive the cattle to the river where they are slaughtered on the spot before the natives retreat into the Gran Chaco with the stolen meat.  Some attempts to drive cattle across the river have been reported at narrows but the depth of the river makes this a rare occurrence. 

At the same time the Partido Progressista has proposed a measure to establish a bounty on cattle rustlers.  Out spoken members of the Partido dos Trabalhadores e dos Camponeses, lead party of the Brazilian Regional Parliament; have called this measure nothing more than an attempt to gain government sanction for murder by Land Owner strongmen.  Some even claim that the ranchers wish to use a bounty as cover to attempt to drive off small farmers who make use of prime water resources so that the ranchers can then have more water for there cattle.  It is widely expected that that the measure will be defeated but that cattle ranchers will move to protect there herds.

If Iberia, or more specifically it's Brasilian colony, is under the belief that Natives from the Gran Chacos region of NUS are crossing the border and stealing cattle then perhaps they would care to discuss this matter with NUS representatives before Brasilian local attempt to take matters into there own hands.  While the NUS in no way approves of "cattle rustlers" and has no issue with what is done to such in other nations, ANY attempt to cross into the Paraguan province in an attempt to capture and/or assault said natives, or to collect "claimed" property will be delt with in a swift manner.  The Naciones Unidas de Suramerica values the calm it share with it's northern neighbors and in no way wishes for hostilities of any sort, encroachment into sovreign NUS soil would not be tolerated.

At the current time the problem with native unrest looks to be in hand and appears to have been the side effect of a localized drought in the region. To help avoid future problems an expidition has been to increase contact with natives on the Iberian side of the border and the Provincial Government.  The Iberian Army's mission is partol the border, protect the life and property of Iberian subjects.  At no time will the army cross the border.  If there is any continued worry over this issue please contact my office. 

Brasil is a province of the Iberian Empire and not a colony.  The province has its own parliment for local maters and proportional representation in the Imperial Parliment in Madrid.

The Schlachtgeschwader, after leaving Colombian waters veered to the SE. After a passage along the who undeveloped coast between Caracas and Belem, the Habsburg vessels dispersed for recoaling in the Brasilian Nordeste (north-east). And then worked their way south towards Parana. The largest ships made calls at Sao Luis, Rio de Janeiro and finally Desterro.
