For HY2, 1912, I am looking at how many land units and deployment points and commitments people have.
In Walter's report, he has the Norse purchasing 16 deployment points.

However he has 89 land units +1 Air unit (90) and 41 deployment already.
Therefore he can only build 4 until the 1/2 limit is reached.

Of the remaining 12, they will be split 2/1.  +8 Land, +4 Deployment.

So his "buy" in HY1 1911 was 8 Land, 8 deployment for a total of 97 Land, 49 Deployment.
