Admiralty would have preferred a faster class, but the displacement of the ship would have been too heavy. Finally, a speed of 21kts, identical to the Scout Cruiser and Torpedo Gunboat was chosen to be able to fight together and constitute a fast Line of battle.

Like all older 21-22kts cruisers, this class has been assigned to the colonies since 1918 and is no longer considered a leading armored cruiser.
