The Tortoise and Turtle were names for slow, armored terrapins.

The rebuild is intended to allow them to serve as Coast Defense or 'Escort' Armored cruisers.

The Byzantine 345mm ships are a concern, as these would fare very poorly, but in most other areas they could be successful.

If forced into offensive use, a nighttime battle is actually preferred, trying to close the range to where the old guns could be used to good effect.

The 300L41 was designed as a replacement for the 345L45 and 305L40, with design work completing in 1912, just in time for the expected 1913 refits.
However in 1913, the Expeditionary forces started siphoning the spare money up.

The 300L41.5 is only slightly better than the 305L40.
Commonality of guns, and the much improved turret designs of the later tech would be the reasons for the change

For the 345L35 though, the 300L41.5 is a great upgrade.
Penetration improves by 25% at range, as the much faster longer shell carries KE better.

The 180mm casements are retained, but the newer 180L43 in the +22% casements are fitted.
It is the hope of the planning section that for longer ranges coming into play, the 180mm can be used for spotting fire, creating 'ladders' and allowing the 300L41.5 to fire for effect.

This is a expanded version of the OTL Hapsburg class, with 5 double-stacked casements instead of 3. The midships is raised, as is the upper belt, to provide room for those casements.

The vessel fields the new 305mm "high velocity" rifle, firing a 375kg round at 821m/s. Tests indicate up to 380mm of armor would be needed to fully stop this, an increase of 22% over the larger 1889 345mm. However, as Semi-armor peircing rounds have a limit of roughly 2/3rds their caliber for pentration, only 240mm would be needed to achieve that goal.

Due to the high central casement, and the high speed, the main belt armor is barely adequate. It will stop Semi-Armor piercing shells of all known calibers, but relies on the deflection ability of the sloped protective deck to keep solid shot from penetrating the vitals. The curve of the main battery barbettes is believed adequate to mimic the belt armor, as is the turret face armor.

plenty of room for liquid/void compartments with mild steel separators.

The Gilgamesh class was designed to take advantage of the new 1904 guns, 1904 turbines, but more importantly represents a philosophical change from the preceeding battleships. With rapid advances in fire control being evident, and ranges of 6km already being reliably achieved in practice, with promise of greater ranges as techniques improve, the arguments of the "all big gun" club bore more weight. The Gilgamesh was designed in response to that change, but, as the true future ranges is yet unknown, bears immensely thick armor suited to the old point blank ranges.  The addition of fire control during construction was foreseen at the time of laying the keel, but absorbed the majority of the typical construction reserve.

Following close on the heels of the Gilgamesh class, the Enkis feature much the same hull, but incorporate the new fire control concepts and torpedo defenses. As part of the expectation of this new system is greater ranges, the extreme armor of the Gilgamesh class can be slightly slimmed down, allowing a slightly smaller warship.

With the inclusion of torpedo bulkheads and increased range, the torpedo flats and torpedo nets are ommitted, but the hull blister is retained.

The forecastle rises slowly to the bow, but the total height gain of 1.8m (5.9ft) only conflicts with 0 elevation or depressed forward fire.

Completed in 1912, they were contenders for the most powerful dreadnaughts for a time. By 1932 while still formidable, they are worn down and not to current standards and they were refurbished.

The original 390L46 was developed as a 2G version would fit in the barbettes of the Triple 365L40.

The new 390mm gun, developed with the 1925 artillery tech, fires a heavier shell, gaining ~10mm penetration over the earlier 390mm.

This replaces the 165mm deck and casements with 130mm firing the new heavy 39kg shell.
The 130mm was originally chosen as 2G would fit 1G 165mm mountings, while the 39kg was chosen as the heaviest practicle single-piece round.

The 130mm deck "DP" is expected to allow engagement against surface threats and aerial threats from high altitude to dive bombers to torpedo bombers.

The 130mm casements are rated "DP" to indicate the are equipped for engaging torpedo bombers as well.

Between the deck and casement 130s,
up to 14x 130mm can bear on broadside.

The original vessel has turbines, so Turbo-Electric is not required,
but the extra manueverability, subdivision, and reserves of electric power

Tiamat was a Babalyonian sea goddess, to some a dragon, but a ruler of the waves. The Tiamat class is Parthia's assertion that she rules the Indian Ocean.  The dramatic increases in range over the past several years meant the older guns were less capable of belt penetrations at that range, which is solved with the new gun. Meanwhile, ship sizes had been spiraling upwards, and while Tiamat is 23% larger thant Gilgamesh, she carries 50% more guns and has far better underwater protection as well.

Armor Details
The upper belt extends from B to Y turrets (and so is shorter than the main),  rises to the forecastle deck forward, and weather deck aft, and is capped by a 35mm upper armored deck.  With the mainbelt covering the bottom 0.5m,  42% of the upper belt extends 2m high and 58% covers 4.5m high, for an average height of 3.45m

The 350mm main belt is backed by a 65mm slope of the protective deck.  While the 350mm belt is expected to be sufficient at ranges of 10km, the additional backing is thought to be valuable if night fighting is to occur. The main belt rises 0.5m above the crown of the protective deck to prevent shells in a shallow dive from passing over the main belt and striking the slopes of the protective deck .

Behind the bulges for standoff distance, the Torpedo Bulkhead consists of a 1.5 void with an 8mm bulkhead, then a 2m liquid (fuel oil) filled compartment backed by twinned 19mm (making 38) bulkheads.

1913 Basic Refit:
With 2 on sea trials and 2 completing, the early lessons of the Sino-Japanese war were evaluated.
The fire control was upgraded to the newest 1912
The 60mm guns were removed as ineffectual to stop torpedo launches, and replaced with 4 AA guns for anti-Zeppelin work.
Realizing the the torpedo threat may be higher than expected- particularly in night battles, the internal torpedo bulkhead was supplemented by torpedo nets.

Originally to be named for Sea Gods from the Middle East
I did not find ones I wanted.

Named for a pair of mythological magical swords, who's names are definitely taken from the Elric series by Moorcock
and we'll call it an accident of 'translation'.

Secondary : Like the Iowa class which has it's 5" battery in two rows on each side,
the 4 x 165mm guns on each side are staggered.   The mounts are enclosed against blast.
This is allows all 4 to fire on broadside, and 4 to fire forward, and 4 aft.
When combined with the casement guns, and adequate weather, this gives 10 Foreward/Broadside/Aft

The TDS is 3.5m deep on each side, with a 1.5m exterior bulge with a 13mm STS skin.
The Bulge is air loaded, to disconnect any shockwave. The adjacent hull is high tensile steel (3/4":18mm) for maximum flex. Then there is a  1.75m fuel loaded compartment backed  by a 18mm ductile armor plate. This will allow the shockwave to be evenly distributed and slow or stop any splinters. Behind that is a 1.75m void  backed by 30mm armored bulkhead. This provides expansion space for any shockwave and a final barrier, an 8mm flooding bulkhead located 5m from the point of detonation.

The speed is kept to the 20knots of the other ships of the line, with the expectation that fleets will meet at points of decision, such as Aden or within the confines of the Red Sea, and speed will be of limited value. Further, it is expected that a battleline is only as fast as it's slowest vessel, so battle damage will be a swift equalizer.

Armor and torpedo defenses are on a massive scale for the period. Fire control is doubled, and housed in armored towers to ensure that the concentration of firepower is not severely hindered by a lucky hit.

A thick main belt is backed by a heavy protective deck, with the top of the torpedo bulkhead rising behind that.

Electric drive is adopted, allowing machinery to be divided up and improving torpedo resistance yet further. When the full propeller reversal allowed by Electric drive is combined with the short beamy hull, the vessel is surprisingly maneuverable.

Armored Fire Control Towers :
Armored Fire Control Towers were originally modeled as The 5th battery of 4 single 100/1500 mounts, double raised.
This was changed in the 1929 refit to be just misc weight modeling.

They are meant to be fore/aft and each beam.
representing 4 x 15m rangefinders mounted high and protected from shell splinters up to 420mm (70x6).  The Barbette's are armored communication shafts for damage control crews or below-deck evacuation routes.

Weaponry :

primary
The main guns are a new 365mm / 45 caliber weapon. Qualifying as a 16" class wth 5800ME , they propell their 675kg shell at 861m/s.

Combat range is expected to be 18000m or less, roughly where the whole hull of an opposing vessel is visible. The battles of 1905, 1912, and 1914 all saw ranges considerably below fire control range, and armor is provided for that eventuality.

At this time, consideration of optical rangefinding extending to the horizon and potentially slightly beyond puts a range of 24,000m as possible. At that range, the combined decks should still stop the incoming shell, and the splinter deck the splinters. Angle of fall would be ~23degrees.

The forecastle is extended to 35% to include Q as on the same level as A.

Secondary
The 130mm QF is a step down from the previous 165mm , but felt capable of tracking and sinking a rapidly moving destroyer or MTB

On the main deck, 4 twin guns, one at each corner, are arranged.  These are enclosed gun mounts to enable them to be worked despite main gun blast. When not engaging MTBs/DDs, these guns are primarily expected to fire starshell or ranging shots to establish and maintain a range ladder, using dye-bag shells.

Casements :
The Casement guns are mounted 6 per side, 4 "forward" and 2 "aft".  The forward guns are mounted on the weather deck level at +4m to try to raise them above the bow wave make them less wet.  The aft guns are mounted at the +1.5m level of the crown of the protective deck  Each gun has it's own internal screen of 30mm armor.

Armor Details

Upper Belt
The upper belt is to defeat HE and splinters, and extends from B to Y turrets,  rises to the forecastle deck foreward, and weather deck aft, and is capped by a 30mm upper armored deck. 

The forecastle rises, for an average height of 6.875

With the mainbelt covering to 2.6m above sea level, the upper belt aft is only 1.4m, while foreward it is 4.275.
This gives a weighted average height of 1.92

Main Belt

The 350mm main belt is backed by a 75mm slope of the protective deck.  While the 350mm belt is expected to be sufficient at ranges of 10km, the additional backing is thought to be valuable if short range fighting due to night or poor weather is to occur.

Below the 75mm protective deck is an additional 20mm splinter deck, to stop ejecta from the protective deck.
This seals to the TDS at both edges (as the TDS rises to the bottom of the protective deck). 
The below waterline areas are heavily subdivided. Much of their communications paths route up through the splinter deck and pass under the protective deck.

Main Belt Tapered

The Main belt is tapered as follows.

Crown of protective deck is at +1.5m above waterline.
Bottom edge of protective deck is at -1.0m below waterline.

For 1.1m above the Crown, the Main belt tapers from 350mm to 210mm at it's upper edge.  This will intercept and stop shells "own gun shells" fired at 24000m or less (aka 23degrees or less)
For 3.5m, from the 1.5m Crown to -2m, the Main belt is 350mm.

This gives a volume of

Torpedo Defense

Bulge : Rising from the keel to the bottom of the main belt is a thin-skinned bulge 1.5m thick. This

Behind the Main Belt, the turtleback of the protective deck, is the TDS which rises 1.5 m above the waterline to seal to the 75mm deck at the knucle of the downturn. This is expected to stop ejecta from the turtleback should the main belt be penetrated.

The Torpedo Bulkhead consists :
1.5m  bulge (13mm armor skin) ,
the hull plating,
1.25m  Fuel compartment,
13mm armored bulkhead,
1.25m void space
a 25mm armored bulkhead, 
followed by a 1.5m damage control corridor and an 8mm armored bulkhead to restrict flooding from any leaks. 

This makes for a 1.5m external, 3m internal depth, with an additional 1.5m warded from flooding. 
The 2x 4.5m depth internally makes the beam between bulkheads (34-9=25) 25m.

Between the Torpedo nets to stop the torpedoes, the bulge for standoff distance, the TDS to absorb the shock, and the minute subdivision of the Electric Drive, the ships are expected to be resilient against torpedoes.

Armor Scheme:

Conceding the chance of a con is low, and that actually stopping a main battery round with no concussive damage or ejecta unlikely, the conning armor is reduced to 165mm, sufficient for most round and all splinters. The Aux con is armored to the same level. A CIC below the main armored deck is provided.

The 140mm main deck caps the belt armor system and is meant to stop shells at all reasonable ranges. This is backed by a substantial 40mm splinter deck. This is meant to stop high order splinters from either the belt or deck from penetrating the vitals.

Forward, a 40mm protective deck guards the bow, and aft a 140mm protective deck guards the stern.

C) Then apply the COS for the inclined belt to the height, to get adjusted height. Since Decapping plate is not inclined, this will be slightly high.

The TDS rises behind the lower main belt, sealing to the bottom of the splinter deck. The TDS with its
hull material, and 1x19mm STS middle bulkhead and 2x19mm STS holding bulkhead is expected to be proof against splinters.
