Looks to me like you're close to balancing your budget.  The military side's only over by about $3.  My suggestion is to slice off 1.50 BP of ship work and associated cash costs, then sell that production on the open market.  Between the saving and the profit, you'd probably get the cash you need.

On your civil side, you could then build two IC, which would bring in another $4 next half-year, making your life much easier.

I don't go quite that far ahead.  A year or two maybe.  Because there are always adjustments to be made that affect all the following years.

OK, 2 AC laid down in 1900 - Conflans & Coligny 7425t are reduce to 5925t

1.5BP are free & 1.5$ more in my budget.

These 1.5BP could be sold to Britain for 1.5$ for "Armor Plate Tenders requested" if always possible.
If not, other country interrested ?

I'm thinking you should attribute the slight budget imbalance to the Austrian war scare, invest $10 into an IC somewhere, and finalize the report.  That IC would give you the additional dollar you need to make the budget work in H2/1900, and you'll be able to build 2-3 more IC then.  You'll be in a good place when you get to H1/1901.
