If I give up on the seriously stupid for the period 25 knot requirement, and add another 500 tons (which I can do if I drop the 25 knot bit) I get what I consider a much more reasonable cruiser.  Definitely a Light cruiser not a Protected one, and my innate personal honesty compels me to admit it is a far superior design.  More or less a knock off of a Brit CL (although from a far later period and at a much reduced speed).

Yes, I'm relooking at my "Draft" folders at my various designs, and my "likely" folder with the Aegis CL (goal : maximum forward 6" fire for anti torpedo attacker work) and they will change modestly if the rules are updated as suggested. 
Of course my build schedule is painfully tight, so there is no immediate effect other than the Mercury class being under the old scheme.

Thanks Jef, you are of course correct I could use 20K SHP... However the weight for it would have to come from somewhere and I am not sure .45 knots is worth it.

Increase armament - armor - misc weight ...
20 000shp could be used on a heavier cruiser to maintain 24kts.

Oh I don't exactly disagree with that point Jef, I am still making adjustments (just nothing that is worth posting yet) and likely will right up to the moment I lay down the first one.

Newest version, gained another 250 tons added a pair of wing guns (they should fit) giving it a 7 gun broadside and the ability to fire 3 guns directly forward (A definitely cant fire over the trawler bow), and range went up rather substantially.  Build time would be 13.25 months making them available effectively the same HY (although 2 months later in it) as the original 3500 ton design.  It can possibly gain another 250 tons (haven't messed with that yet) then the gain would go mostly into hull modifications (widen them out a touch), and armour (possibly a bit of Misc weight).  Opinions as always welcome.

So there I was perving everyone's ships (what it's a thing I do), and I discovered that the latest US CLs are completly unarmoured... this got me thinking "Self what could I do if I didn't bother with armour at all", then I thought to myself "Self what could I do with 5" guns" so I put the 2 concepts together, note I do not currently have a 5" gun available but I could develop one (remember that 4.25 cash that has been annoying me for H105).  So here it is, I proly wont build it (I am rather enamored of the 4K ship actually), but it was interesting enough to post I figured (and lets be honest the .75" deck on some period ships is basically a waste).

If it is a minor fix, why hasn't it been fixed ~19 hour later? That ought to be a 10 second job. :)

Another thing. Why bother with "Coal and oil fired boilers" when you use 100% coal?

Oh it's fixed I just haven't bothered posting it (I caught the fuel thing, while fixing the other thing).  Honestly I don't intend to build it (although it is kinda cool), mostly because I don't see the utility in building these kind of over grown destroyers at this point.

Having missed the name of the design, I would think that if you removed the mount armor and CT armor, "Armor? We Don't Need No Stinkin' Armor!" would be an excellent name for a sister ship. ;D

HA I tend to agree walter, but as I said it was more of a curiosity than anything.  Now this on the other hand might see production (might actually see mass production).  Sort of a Omaha Light 8X6" broadside with 6 guns able to fire forward and 6 aft (just like the Omaha Class could OTL) on 4250 light.  the massive range would make them useful as escorts and for colonial use (although the limited misc weight restricts their long term utility).

Honestly this is the most "period appropriate" ship I have proposed IMHO.
