Any advice on how to account for catapults and seaplanes? I want to add some spotter planes to the ships.

More than 25 planes: square root of miscellaneous weight = number of planes.
25 planes or less: 25 tons per plane.

Over at Wesworld, we use 25 tons of miscellaneous weights for a crane + Catapult.

Delta Force

About how far above and below water should the main belt extend? With pre-dreadnoughts I tend to go for two decks of protection (2.5 meters or 8 feet depending on units being used), but I'm not sure how well that rule of thumb works for post-Jutland warships.

Also, how effective are strengthened bulkheads against underwater damage? Apparently that's the type of protection USN cruiser type warships were given in World War II and it was used on the Alaska class with much criticism. If it's anything like the old pre-dreadnought style armor I can see why. I read some of those armor schemes actually caused greater damage than no underwater armor at all under certain scenarios.

I and a few others used to sim two decks of protection (each deck being 8') meaning a total height of 16'. Looking at the cross-section of the South Dakota (1930) Sheme A-2, the belt height is 17' tall (10.7' above water) with 17' (2 decks) above it unprotected.

Unfortunately I do not have Friedman's Cruiser book or any cruiser book for that matter, so I can't comment on the strengthened bulkheads of the USN cruiser type warships. If I had a cruiser cross-section, I might be able to decipher it, but no such luck.

Delta Force

These are simply variants of the same ship. The armament is all Bofors produced, and the 203 mm guns are simply relined versions of the 254 mm cannon used on the Finnish panzerschiff of the early 1930s (as well as on this ship).
