Okay, the actual start-up stuff is now plugged into the encyclopedia.  There are a few mild deviations from the stuff above, as noted, but I'm well under budget.

Important note:  Everything in the Congo is in the Congo Free State sub-forum, reflecting its status as an "indepedent" nation.  That includes army stuff, coastal defences, and naval infrastructure.
