The Empire of Japan's current stance towards local rule/autonomy in Manchuria, Sakhalin Island, and Korean Peninsula is aimed at seperating the Russian Empire from these territories, preferably by creating three independent kingdoms that are suitably more malleable to Japanese ambitions.... I mean, that will better implement the will of the natives  ;)
That this will result in increased Japanese investment and immigration into the regions in question undoubtably has nothing at all to do with these regions being more autonomous.
