Realistically, that SHOULD be a down-side to industrializing the colonies: as long as you're taking their raw materials to the homeland and returning finished goods (at inflated prices, natch), the colony isn't in a good position to revolt.  They might have the manpower (India certainly does), but they don't have the industry to arm any revolutionaries, forcing them to use captured or imported weapons.  If you industrialize the colony, though, that's going to be a lot less of a problem: even if the factory isn't built to turn out arms, it can be converted to do so more easily than building a new factory, training workers, etc.

Not to mention that educating them so they'll be a good work force is going to make it more likely that they realize how downtrodden they are and want to change that condition.

Forgot about this. I'll say no to Sierra Leone as there is no Dutch connection. I would like Ghana or at least Accra (Goa type enclave) as there was a Dutch Colony till the late 1800's there. But am fine without either.

Another question, what is the status of Walvis Bay? And any chance I could get a Goa type enclave in either Kochi or Colombo?

I suspect it's aalready been made: renenber your populations were based on historical country populations, and historically at this time A-L is part of Germany.......
