Island Incident
A beach in Somosa, The Island Commonwealth:

We were revolutionaries, the patriots of rhyme and reason within our home, the Island Commonwealth. We were Bolsheviks, fighting for communism in a land that believed in anti-communist ideals. We were fighting for a cause, yet we couldn't risk a war since there weren't enough of us. We knew what he wanted...and we knew that today a Eastern Kingdom cargo zeppelin would be passing just off shore in international waters. Ishimaru Hybachi is my name, and everything else about me is unimportant for the time being.
We would lie in wait...just waiting for the cargo zeppelin, which was to rendezvous at port Summershore. Port Summershore was a small rickety shore side port, near the village of Summershore. The villagers of Summershore had been wiped out three days earlier by troops of the Commonwealth pro-capitalists. Like I said, we were revolutionaries...and today we would meet with the airship CZ7-C-18, and make a desperate attempt to evacuate the civilians that we could, and retrieve the supplies from the airship for ourselves so we could stay and fight. You see...Summershore was a Japanese migrant village. We were all descendents of immigrants from a hundred years back, and we came here instead of going to the Eastern Kingdom. We never meant to stir hatred or ruffle feathers...but that's what happened.
People were made afraid of us...by a government that didn't believe in freedom of thought. Socialists were not welcome here, and the government black listed us all. But the council wasn't totally adhered to anti-communist ideas. Two of the six were actually reformers...part of the so called "reform party." Secretly the reform party was backed by international Bolsheviks. The other party members were more capitalist oriented, they believed that the Bolsheviks were a threat, even though the reform party was strictly oriented towards economic matters.
The village was sacked when I was eating dinner with my family. I left the house to find out what the commotion was...it was all blood and tears after that. I haven't seen them since. We aren't all dead...out of the five thousand Japanese living in Summershore fifteen-hundred survived that bloodbath. Of that only five hundred of us were fighting fit. And so we took up arms and became revolutionaries. The other thousand are all women, children and old people, who can't fight. They are currently starving in the nearby forests, shivering without shelter...no clothing, for everything was burned along with the village. This zeppelin from the EK is a relief effort, sent carrying food, clothing , medicine and blankets. But we can't get out without drawing attention to ourselves, although we at least have to try and get some of us out, because soon the innocent and feeble hiding in the forests will starve to death. You see, the pro-capitalists ousted the two reform party council members. One was captured and taken to prison, the other came to join us...since he had nowhere else to go. We don't know how many of our own are sitting in Commonwealth prisons right now. They didn't spare any of us...even the very young and very old. So now we fight, to free our loved ones from jails...to liberate the reformist council member that was captured, and for those of us who lost our loved ones...revenge.

Later that day:
The zeppelin crew wouldn't know what had happened since the world isn't aware of the news yet. The roaring of the engines could be heard in the distance, and secretly we all worried. The zeppelin in question comes on a weekly basis, as it has been for years. The EK was sending relief to all the immigrant Japanese, because we were all impoverished and not afforded the same rights/freedoms as the natives of the island. The zeppelin came into sight, painted in bright yellow to indicate it as a civilian airship.
We crept out of the wooded areas as it slowly pulled towards the landing post, where there were steel columns 80 ft tall, which could be easily reached by airship crews. We could see them roping down the colums to pull the airship steady. One thing I had learned as a child, was that the Eastern Kingdom airships carried anchors designed to penetrate the ground, and hold the airship steady. They were very similar to naval anchors except they had stabilizers to send them downward in a controlled manner.
We could hear gunfire, but I was confused...but it the end we should have expected it. I turned and charged towards the road the connected the port to the village, which now lie in ruins. We could see commonwealth infantry, I was going to stand my ground and fight, because we needed the supplies and be able to evacuate the civilians starving in the forests. But the airship caught fire...because unlike the military zeppelins they didn't have fire proofed skins and gasbags. Instead they had more simple guards in place, which while preventing naturally occuring fire, couldn't protect against fires caused by weapons such as explosives and flak shells. I stumbled and fell into the dirt, and as the airship fell to the ground, it bent and swayed, much like a wilting cherry blossom...twirling toward the ground, and with it darkness consumed all I could see until I saw no more.

What they didn't know:
Airship CZ7-C-18 was attacked, and Ishimaru couldn't tell you but the airship broke it's moorings and burned in port. A day later, another airship (CZ7-C-28) investigated the vanishing airship that was sent to the Island Commonwealth, when CZ7-C-18 didn't return the Eastern Kingdom had taken notice rather quickly. When the Commonwealth claimed to have no knowledge of the incident, CZ7-C-28 was rerouted from it's destination of the Bahamas. It found the burnt wreckage and as it left it was fire upon by commonwealth naval ships. Because civilian airships flew much lower than military airships. It however managed to bring it's fires under control, and crashed in Cuba fourteen hours later. Even though CZ7-C-28 crashed in Cuba, but most of the crew was able to bail. And when they did, they were able to alert the Gran Columbian government, who promptly sent telegraph to the Eastern Kingdom.

The simple response from the Kingdom was, "There's been an incident in the Caribbean?"

Three days later the Eastern Kingdom sent several small semi-dirigible civilian airships to recover to the council member who was part of the reform party, and carry him back to the E.K for safety. A dozen other civilians were also recovered, and it was rumored that now only three-hundred of the original five-hundred Japanese revolutionaries were left fighting. Meaning two hundred had died in the days since CZ7-C-18 was destroyed. The Island Commonwealth was unwilling to negotiate due to the fact that they couldn't reconcile genocide without serious reparations, which they weren't willing to pay.

Insofar no military actions have taken place.

The rest is how you would say in such a clichéd manner, is history.

This started just before the EK/UKA war ended.

Maybe one of the reason the Eastern Kingdom was so easy on the UKA not to call for compensations.

And again Communists strike.... Now in the paradisical islands of the commonwealth.

In a show of support and solidarity, two Habsburg armoured cruisers, the SMS Pola and SMS Wien visited the Island Commonwealth. On Sunday, at the invitation of Commonwealth authorities, the cruisers' boarding parties - which had seen action in Brasil as part of the anti-Anuhuac Crusade - held a parade after Mass. The bemedalled veterans marched to spirited sounds of Radetzky Marsch and other martial music.

The Kingdom of Rohan would ask to what reason a Government of the New Swiss declares an Exclusion Zone in the Caribbean Sea? A secondary question would be why Swiss vessels would be operating in such a distant region from their homelands? The only interest the Rohirrim know of that concerns the Swiss is the Canal in New Beleriand, and the Rohirrim are protecting the Caribbean end quite well at last report.

Gran Colombia does not currently view the situation of Island Commonwealth citizens of the Eastern Kingdom descent to be a matter affecting Eastern Kingdom sovereignty; thus Gran Colombia currently does not agree with the New Swiss interpretation that the Treaty of Dodan applies.

New Switzerland should be aware that Gran Colombia will continue to make full use of international waters outside the Island Commonwealth's established territorial limits. Any interference with Gran Colombian shipping, whether intentional or accidental, will be met with an appropriate response.

maybe we can send special ops troops to paint giant red bulls-eyes on the sides of those targets! hehe

And of course noting the GC response above this post, Gran Columbian ships are perfectly welcome to go where they please in perfect safety. So long as they don't shoot at me. :-)

But ships that usually dont sail these waters should respect policies and get permission before entering the exclusion zone

The Mark will be watchful of this situation. While the Island Commonwealth and the exclusion zone are not on the direct trade routes frequented by the Westron freighters, that area is close to Gondorian Rohan, and therefore within the realm of regions patrolled by warships of the Mark.

Well ask them and see.

But as for the EK, it has every right to extract it's citizens when they come under attack or genocidal persecution.

And the treaties you signed were drafted to respect such situations. In breeching that treaty you basically flush your relations with Rohan down the toilet.

But Rohan can speak for itself.

OOC: The UKA would naturally consider the peace treaty voided, as some people in the Island Commonwealth are of UKA origin, including some retired Admirals. I'm sure if they are injured, things are pretty much void, that would be an attack on the UKA.

Actually they would be in with the other immigrants of Summershore. So the IC already attacked them. Guess the UKA wasn't paying attention?

The Commonwealth Schism! October 10th, 1904:

A back alley in the Island Commonwealth city; of Paradisio:

Two agents meet for the third time in the last week. The government of the Commonwealth had ceased as it was and become a separate entity. The four council members who had illegally ousted the other two reformers, had taken control and formed a oligarchy, while preserving the parliament as a puppet show. We were here to upset the balance, I was meeting with Immanuel Demetri, the leader of a rival faction. However we both had the same goal, which was of course to reassure freedom by stringing the new despots with piano wire.
The Commonwealth had ceased to be a paradise island, and was now a police state. I can't help but feeling it was all our fault. All of us...citizens of the island, we should have rose up to stop it, but now we're living as if in chains and irons. Immanuel, the agent I was meeting was also an official in the previous government. He was still in his position, because the new despots had yet to rebuild the government in their image. But neither of us could allow that. The pestilent governors that had been installed were all acquaintances of the new oligarchy.
We assumed the recent talk about a state religion would be their next policy. They had this great idea to make a religion based on reason. But we were all a hodgepodge of religions...the Island would not be torn asunder. But rather would unite and stave off the attack by these new proprietors of menace. We also saw the signs of self-centered colonialism in the forum of visiting ships of foreign nations, trying to promote and offer support to this new vicious government.
Well here, the people have the voice, and we say, "No more!" And when we rise up, we rise up for our ancestors, and our children...and for the world as a whole! But I heard a noise behind me, slowly turning I was relieved to see Immanuel creeping along with a package in his hand. "Pssst! George! Over here!"

He handed me the package and started talking in a whisper, "It's all a conspiracy!."

"What conspiracy?" I asked.

"This whole bullshit revolution, it was all meant to lead to an oligarchy with the current council members as the head of their own little kingdom. Or shall we say the newly established kingdom that is." Immanuel finished talking, looking over his shoulder as if it make sure no one was nearby.

"Well, I assume you have evidence or information of some sort?" I questioned, looking him square in the eyes.

"Yes! In that package." He replied.

"What exactly is in this package, may I ask?" I said, skeptically.

"Numerous foreign powers, this was all orchestrated in part by them!"

"How could you know that?" I asked...studying the shadow playing across Immanuel's face.

"What do you suppose we do then?" I was feeling stunned, the silence broken by own words startled me.

"The Eastern Kingdom is here right? The IC has met their match. Listen, we need them...I say we join them."

"Live under a monarchy?" I didn't think that sounded like a good idea.

"Well...better to live in Rome than Carthage eh?" His answer stunned me.

"So we get their help, then what?" I asked.

"We take back the island. I was able to slip messages back and forth between the Easterners and my faction. I gave them intel on where their citizens were being kept." Immanuel looked at the ground, lost in thought.

Opening the package I sifted through the contents. Communications and dispatches, envoy information. Seemingly nothing of interest except for evidence that some of the powers that were attempting to intervene in the current situation, might have actually played a part in the hostile coup within the council.
A newspaper article dated September 1904, some other things...all of which pointed to greater enemies than originally thought. Examining the information, it seemed that the Commonwealth government had been infiltrated prior to the coup by foreign agents. Aid was being given...no direct presence was deemed necessary. But is interesting is that of all the immigrants that had been executed in recent weeks, none of them were American. Cuban, yes, Japanese yes, African yes, Swiss yes...but none were American. A curious trend to be sure, why kill immigrants though? But coming to think of it, the reform party has about thirty percent of it's base in the immigrants. Even some Americans, of which haven't been heard from since Summershore.
It would seem that the plot thickens considerably in light of this. Why would foreign parties wreck our government and attempt to set up a puppet government? Was the two reform party members a sign to them that the country was headed in a direction that was not of their liking? Perhaps they felt that their international interests lay within dissecting our beautiful republic.
The reform party was back by international Bolsheviks, while the new despots were backed by...international...what? It has to be somewhere within these papers, and I will find it!
One thing was for sure, we could not allow this to continue. I'd even join the reform party as Immanuel had done in order to solidify our two factions behind a single agenda. I was planning to put this information in all the public newspapers...and send it to foreign powers as well. By this time tomorrow, the whole world would know everything I know, as well as what still lies unknown within this package. The whole world...what a small place indeed. We would rupture this police state, and once again live freely.

"So the game is afoot then?" I laughed.

"Yes indeed...the schism has begun." Immanuel replied.

"Lets get in touch with the easterners. Strange bedfellows indeed..." I said walking away, fading into the shadows.

The Kingdom of Rohan has stated it will watch this incident closely as the islands are in the Mark's backwaters. If this remains a retrieval operation of oppressed nationals, Rohan will accept the situation as is (Gunboat (or Airship) Diplomacy). Should things turn to conquest, I believe the King will have words to say to those that intend to turn suffering into more suffering. Brazil is considered an infection of a dark blight that would render its people unto death as a whole should the Followers of the Eye displace the local government and French Colonial rule. Taking a whole country because of a prosecuted, non-native, minority, seems a little extreme, and opportunistic to the Mark. Such actions would be considered openly hostile and frowned upon by the Rohirrom and more so by the Gondorians in New Beleriand.

IC:

Rohan did not sit on its heals. It would remind the Eastern Kingdom that Rohan did apply military pressure towards the United Kingdom of America in a effort to bring the matter to a diplomati solution. A solution that seemingly showed results with the war ending about as quickly as it started. Having one's hands tied by treaties does not alway help one when one wishes to resolve conflicts without widening them.

OOC NS being a hard core capitalist nation does not like Communists either. And in most cases wouldnt care what goes on in the Caribbean, but since the hated Austrians got involved... Also genocide does not sit well with the Swiss and with Swiss citizens being potential targets, NS will be involved. Officialy it will be a Gunboat Diplomacy mission with evacuation of Swiss citizens, unofficialy all bets are off...

On the story, an Internationally (in this case French) controlled Ogliarchy is exacly what happened in NS (Japan), did you by nay chance read the Breakup of New Switzerland?

OOC: I don't think Rohan has a position on Communism yet. They didn't like the chaos that decended on Spain due to it, and the Confederacy seemed to teter on chaos for a year of so because if it. If the Mark equates communism with chaos, then they will oppose it. If they view it as a modified form of tribalism, they'll probably let it be. The ideal of socialism is probably considered a good thing, but in practise and the human factor will almost always make it go toward dictatorship, at least historically. Rohan is a kingdom, but still heavily influenced by its tribalistic allies. And there isn't much history of socialism to go off of yet in Navalism. Now there have been rumors that communism is being supported by Agrival, and thus considered indirectly supported by the Followers of the Eye. If that concept takes root, the Mark will be against communism about as much as the capitalists

The genocide reports might not have reached the Mark yet, or might be believed to be a media exaggeration for political clout.

Rohan will be watching, since if both cases are correct, the conflict is a hard issue: stop genocide or stop communism.

The France and Austrian issues are not yet Rohan's concern. Wary yes, but not openly hostile.

- So what do we do with this? Both the act, and how was it done?
- As to the second question, the experts are divided on the "one off wonder" and "miraculous war winning weapon" - with most taking the middle ground of "needs more study".
- I will chip in on the first queston, or rather part of it. With the 1st Kavallerie and 2nd Auslander Legion lost in the Brasian bush, the Hoch und Deutchmeister in Parana, the 1st AL in garrisons, we have the whole Kaiserjaeger corps available. They are fully manned and equipped, lacking only a Brigade detached to the GC for the investent of El Dorado. I suggest to put them at readiness and move them near the port. BTW - have the Xantype, Lucrecia Borgia, Elspeth Bathory and Cruella d'Mon been delivered?
- The problem with shoring up the IC gov't with out troops is that the gov't there is not responding to our queries.
- Let's move the KJ to Pland and Fiume anyway.
- Have you read the EK's reply?
- Yup - brazen hogwash if there eve was one. Next time if a schmulik off one of my ships on shore leave in the EK gets thrown in jail for drunken behavior in public, I bombard the the town as a "police action"? That's bandittry, pure and simple, I tell you.

Dear Cousin Michael/Theocro/ Dear Hereditary President Rey*.
Seeing that the Island Commonwealth, currently the source of much commotion, is yet another sprout of the prolific Norman tree, I suggest the following course of action. Acting in concert the UKA, Austria, the Riddermark and Gra Colombia would send an international force to the IC to help the local Gov't restore order. Republics better be kept out of this.
The remanents of the local gov't will be made to offer the throne to a cadet branch of the House of Normandy. After bringing peace to the Island, the international peace-bringing force will leave the IC. Introduction of the proper form of Gov't should make the IC more stable and less likely to be a source of international tension in the past. And the status quo in the balance of power - which seems to suit all the local Powers (which Austria is not) - is retained.

The Kingdom of Rohan cannot support the final goal of your proposed action, as it does not take into account the nature of the peoples of the Island Commonwealth. While Rohan will agree that the methods of the Eastern Kingdom in its brazen undeclared war and first attack are extremely uncivilized and leave much to be desired, Rohan agrees with the idealism of their quest. The Riddermark has sufficent forces in the Caribbean and its own border with the Eastern Kingdom to remind the Empress that while Rohan agrees with their goal of stopping genocide, it does not agree with the ideal of conquest. Should the Eastern Kingdom be able to reorder the Island Commonwealth back into the republic is was before its steady corruption since 1899, then we should observe this process for future reference. Should they fail or impose a greater amount of suffering than the people of under now, then the local powers are in position to correct the Eastern Kingdoms mistakes.

Rohan might be a kingdom with a long line of kings and queens, but the monachy is tempered by the peoples and the elders. If the king does something in a bad way, the peoples and elders will tell him this, and he will listen. While Rohan has had its share of bad kings, it has yet to decend into the evils of the Anahuac, the Haradrum of old, or the City of Umbar which was cleansed and its harbor now serves as the Port of San Francisco.

Rohan will watch and wait. If the Eastern Kingdom does not stay true to its word and does not "...reinstate the original republic", then the Riddermark will see that its trust is not well placed. Thus the Island Commonwealth may need to be freed from true oppression rather than subjective oppression. This will be the Eastern Kingdom's test. If they fail they will be a little stonger, but their colors will be known. If they pass and follow their word, they will have friends for the future.

Comes as no surprise the Austrians are trying to get their paws into the cookie jar, Subversive with vile intent as they are. The EK approves of Rohans statements, who have a history of benevolent actions. And points out to the Austrians, that those statements are not open for interpretation. The Empress approves of them as is.

Perhaps the Austrians should go find their own island to screw up, rather than the IC which is in North America's backyard.

And another thing - the EK does not have an ambassador at Vienna. It has a Minister or Envoy. The Habsburgs send Ambassadors only to other Powers. EK, Siam, Ethiopia, etc. are not Powers, and thus get Minsiters as the Head of the Austrian Legation. And in Diplomatic relations the ranks of diplomats are reciprocated - you cannot have country B sending and Ambassador to country C, if country C sent a Minister to country B.

(For my part I wanted the idea clear to all what Rohan is thinking this time around. It has been caught in the middle far to often these last five sim years.)

Kaiser Stefan of the Hapsburg Realms,

Again the Mark cannot see the need to setup a royal party within the Island Commonwealth's structure. There are peoples of this world that wish to be free of the nobility of the old lines. Sometimes it is because of corruption or oppression, sometime for idealism, and sometimes for greed and power. Those that formed the Island Commonwealth were a mix as are those that run the Confederate States of America. However most of Rohan's allies do not have monarcies. Many of the nations of our internal and external allies do not follow a monarcal system as they have a federation system of government. We have never forced them to sware loyalty to the Crown, but to sware loyality to their word to defend their allies and their allies to sware loyality to their own word. Our word has been held to our national colors, but only to maintain a symbol of a shared loyality to our allies in memory to the Oath of Eorl to the Stewart of Gondor.

But the main point of the Rohirrim is that we need to wait, see what the Empress does. If she turns from her word, the trust of the Rohirrim will be lost and her potential enemies will increase. Empress of the Air or not, the Riders of Rohan will deal with her should we be forced to do so. If she remains true to her word, she will have done a service to the people of the Commonwealth which would be worthy of commendation. As stated before, Rohan will watch this closely and has many ships in the waters of the Caribbean Sea. This is the Empress' chance to prove herself to the world and show her metal. The results will give us all we need to know about how to proceed.

Patience...glory will find you it its own time, Stefan. Do not rush at every anthill that is kicked over, or else you will exhaust yourself and your men for nothing more than ants that can and will rebuild their hill themselves.

The events in the Island Commonwealth have come as something of a surprise to us. We certainly did not foresee the eruption of essentially open warfare as a consequence of previous events.

The timing of this matter is unfortunate, as we continue to deal with the issue of El Dorado and possible French intervention in that direction. We will be analyzing all data and hope to have a better sense of how to proceed in the next two weeks.
