Vice Admiral Greenwich stood up in the meeting hall, and spoke:

QuoteWelcome one and all to this Conference to settle the peace between the nations of the United Kingdom of America, and the Eastern Kingdom.

Firstly I must thank the Noble Rohirrim for both sponsoring, and hosting this conference, they will most likely again become the Worlds Peace Maker.

Now I must deliver my opening comments for the United Kingdom of America. We went to war after receiving requests for help from the New Swiss. It has now been unfortunately confirmed that these requests were from the faction known commonly as the 'Brown Shirts' based in Pheonix. The war has been costly in terms of men to both sides, and it would be advantageous to both sides for the war to be ended soon.

Rivendell. Not like it was in the stories of old. While the count of trees was still high, their the architecture was decidedly human and the songs of elves were not to be heard much anymore. The city was a trade post between the Rohirrim and their neighbors to the north and east. With the numbers of Nihon, Chinese, American, Blackfeet, and Okanagan in the city, the language of the Westron was the best possible to use for its common flair.

The meeting between the Eastern Kingdom and the United Kingdoom took place in the Elrond Building. Supposedly this was the placed of the Council of Elrond some 8,200 years ago, but exact placement over that much time is uncertain. At least it was within a mile of this building.

Faramir Deneson of Ithilien, Lord of Emyn Arnen, acted as the mediator between the two respective powers. Johann Wys of the New Swiss of Hawaii was also there for there part of this disaster of a war.

Faramir spoke on the matter at hand, "As I see it, this war should end with as little trouble as possible. A settlement of returning to the pre-war borders and no payments of any kind would be the idea solution between the two respective countries. An apology to the Eastern Kingdom for the trespass under false presumption might be in order. The loss of life on both sides cannot be mended, but the exchange was fair and honorable, and therefore it an of itself equals the exchange."

Faramir looked at the participants, "What say you?"

Empress Gaburieru Higutchi:

The Eastern Kingdom is willing to sign a peace treaty immediately. And as stated before, the EK will not ask for any reparations. We hope the UKA will see this as a sign of friendship.

In the long silence after the presentation of the Eastern Kingdom's position, the Habsburg observer stiffled a yawn.

The Gran Colombian ambassador elects to fill the silence.

"Ladies and Gentlemen, it is the view of Gran Colombia that the conflict between your nations was unfortunate and unnecessary. The loss of a single life east of the Rocky Mountains would have been too many, and now you have each lost tens of thousands.

"With the root cause of the conflict - Anchorage - seemingly resolved, it is my view that there is absolutely no purpose in continuing this bloodshed. I strongly urge the United Kingdom to immediately withdraw its military forces back to within its own borders so that the people of the Eastern Kingdom can attempt to rebuild their lives before what may be another very harsh winter in just a few short months."

To the Empress Gaburieru, he says, "Your Majesty, I am authorized to ask if Gran Colombia may be of assistance in making good the material losses you have suffered in the past weeks."

Vice Admiral Greenwich, after the mammoth pause finally lifted himself to his feet.

"We will Agree to peace, and immediately order the withdraul of our troops, only if there is a treaty of Non-Interferance signed between the UKA and the New Swiss, agreeing not to try in any way to shape the direction of the Government of the Eastern Kingdom."

"As for reparations, the UKA was not going to request any, though as a gesture of goodwill we are willing to effect an exchange of some technological understanding with the Eastern Kingdom to cement Good Relations."

Ah here we go, the Elephant is taking no part in this.

Johann Wys stood up "Could you elaborate on what you mean by a Treaty of Non-Interferance? I dont see what this has to do with peace."

Vice Admiral Greenwich, slightly annoyed stood once more.

"Mr Wys, it is your Government whose careless attention to making payments that has lead to this situation in the first place. Secondly sir, I have recieved information from my sources that the New Swiss is now funding the Eastern Kingdom, and is also possibly giving aide to the Eastern Kingdom in its fight against the United Kingdom of America.
The UKA is also responsible for some meddling in the Eastern Kingdom, mainly in this latest war. We think that an agreement to keep out of the Eastern Kingdom's affairs would be sensible to maintain the independence of that nation."

Johann Wys more than slightly annoyed stood up.

"What? If I understand you correctly, you are accusing us of helping the EK against you? I'm afraid you have been listening to the traitors in (Japan) once again. We are in no way supporting the EK against you.

There is a slight hitch to your proposal. As you know a Treaty has been signed with the EK, whose contents I am not authorized to release at this time. While it in no way "meddles" with EK affairs, it might be seen by some in such a way.

Yes we can agree on a treaty which stops any future interference of our mutual countries in the EK. But we cannot revoke any current treaties."

"Our Reason for calling for a Treaty of Non-Interfearence is two-fold, firstly from the UKA point of view, the request for aide to come to Anchorage came from the 'Brownshirt' Government in Pheonix, because they did not to wish to pay bills caused by the old Government. This lead to much tampering in the Eastern Kingdom by the UKA. Also secondly, we fear that the New Swiss will jeopardise the independance of the Eastern Kingdom, and reduce it to a literal puppet state like the RoCA and eventually seized like the former pacific Possessions of the ACM.
We demand that the New Swiss agree to not interfere in the internal affairs of the Eastern Kingdom, which means not having any treaty that extends any further than non-agression. The UKA will also be bound by this."

"Admiral, I fail to see the point of this gesture," spoke Faramir. "Your present goal and purpose should be to address the issue with the Eastern Kingdom, not the many New Swiss Governments. That can be addressed later through the proper channels, here if you wish." "Now that the Swiss how drawn attention to themselves again, the Mark will watch their activities in North America. Not wishing to see a repeat of the Asian War on our own continent, their deals here will be observed and treaties upheld if just. If that is not enough for the United Kingdom, I do not know what will be."

The Gran Colombian ambassador nodded. "Admiral, I fear I am confused. You appear to have started the war because the Eastern Kingdom attacked the Swiss, but now you won't end it if their peace is too cozy? If you don't want the Eastern Kingdom too close to New Switzerland, my suggestion is that you not give them reason to be. Evacuate your troops and treat the Eastern Kingdom as an equal, and what you fear may not come to pass."

Empress Gaburieru Higutchi:

I'd like to express that I'm totally in agreement with the representatives of Gran Columbia and Rohan.

And fully support the statements of the New Swiss.

Vice Admiral Greenwich stood, sighed a spoke

"I am mearly stating that what we fear has already come to pass, though the New Swiss are yet to disclose a treaty text. We now fear for the future independence of the Eastern Kingdom from this day on, and I emplore their representatives to act quickly before it is too late. We have all seen the New Swiss act, how by beligerance they nearly brought about a World War, and ripped themselves in two, all for the sake of some small, inherited possetions. The request stands open."

Zayn ze piece, privately but officially tell Neue Schwytz und Rohan - "Neue Schwytz to EKA come, our interests threaten, vee invade again. You be warned." And two Gebirgsjaeger Korps on EKA border forever deploy. Habsburg diplomatic veezdom give I.

Seeing the lack of comprehension on the Admiral's face von Macher waved an aide and flooding him with some rapid German. The aide translated into much better Norman than that used by the Main Observer:

Mister Greenwich, I see you are worried about EKA becoming a colony of the small island New Swiss, yes? And that you want a treaty [regulating that]? I think the UKA should not make an issue over a treaty here - they [the small island New Swiss] will not honor it anyway. Sign the peace treaty, privately but officially tell the New Swiss and Rohan - "if the New Swiss come to rule over EKA, our interests will be threatened, and we will attack again. You have been warned." And permanently deploy two Mountain Infantry corps on the EKA border. This is Habsburg diplomatic wisdom which I can impart.

Vice Admiral Greenwich nodded to the Austrian diplomat,

"Thank you for your counsel, I believe that what you say is probably the best option now, after all the New Swiss are stubborn. But I shall wait for their response to my last statement."

Johann Wys shook his head

"The EK as a sovereign nation has a right to do whatever they feel like without any outside meddling. If they want to join the NS they can, if they want to join the UKA they can, if they want to join Russia or Rohan they have a right too, and if they want to remain independant that is their right. We do not have a right to say what they can or cannot do.

You deplore our supposed "belligrence" and yet you threaten war? It should be known that we attended this conference on our on will, we do not have to be present here."

after catching some scraps of conversation from the Hapsburg observer

"Did I hear right? Did he say we dont honor our treaties? D*** Austrians, who invited them here anyway? They should tell that to their Chinese "allies" they are the ones who broke the Austrians own treaty. What attack again? And they call us warmongers."

The unperturbed aide translated:

What an incredible feat of eavesdropping this is! The represenatative of the kidnappers is trying to make himself look as innocent as a little girl with cute ponytails! We and our Manchu friends very well know how the New Swiss honor their treaties! I wasn't born yesterday, you know! It is enough to have one of your ilk around for the milk to turn!

Vice Admiral Greenwich rose and addressed the room

"I can now confirm that the UKA will sign a document of peace, and once the document is signed, will commence recalling its troops from the Eastern Kingdom. We still believe that there is a threat to the sovereignty of the Eastern Kingdom that lies in the New Swiss, but we will no longer ask them to sign a treaty of non-interferance."

Pausing to catch his breath, he straightened himself and delivered his closing words:

"But be warned, the UKA is determined that there will be peace in North America, and will take every step neccessary to now ensure that peace, and the independence of the nations which enjoy it."

-------------------------------------------------------------------------------

Royal telegram handed to the Eastern Kingdom Delegation:

Please accept my humblest appologies for this war, the misunderstandings that led to it were made on my part, and I am hopeful that you will accept the appologies of the United Kingdom of America.

Yours in humble appology,

King Michael II of the United Kingdom of America

-------------------------------------------------------------------------------

Note handed to Rohan's Delegatiom:

There will be peace in North America, and hopefully at last, a long lasting peace. Mark my words though, if that peace is threatened by any nation attempting to annex the Eastern Kingdom, the United Kingdom of America, will act to ensure that it will not come to pass.

Vice Admiral Greenwich, on behalf of King Michael II.

Note to Johann Wys:

You have been warned.

Telegram Despatched to the Middle Kingdom

Encourage your wayward ones to avoid the lures of the New Swiss, otherwise they will be lost to you.

New York Times, Special Supplement, 5th July 1904

New York

The News that a Peace Treaty has been agreed to by the Government has been met by a mixed reaction in the City. Many people are unhappy at what is described as meddling by the New Swiss, and a violent mob has ramsacked their Embassy. For the families of soldiers, the peace has come as a relief, with many soldiers wives stating that they cannot wait for the return of their Husbands.

To aide:

"What do you make of this?"

"Dont know, why should they be threatened by us? They declare war in our aid, and then turn around and threaten us? Must be the French connection, they did sell warships to China."

"Yes that's true."

6th July

Telegram sent to the UKA Goverment asking for an explenation for the Embassy ransacking.

All NS national are asked to leave the UKA for their safety, embassy evacuated.

Annoy the Citizens of the UKA and feel the consequences. Police from the Embassy District were busy dealing with a domestic disturbance outside the French Embassy

That is how things are understood. That is why we are meeting here in Rivendell, is it not? The Kingdom of Rohan desires the peace in North America to last, thus the not too subtle increase in Rohirrim troops along the warring parties borders this last month. The Eastern Kingdom is a kingdom of refugees of a disaster that have made a place for themselves. That is commendable, and the Mark would have them endure as long as they themselves do not become an enemy of the peace between the nations.
