Wishing to further friendship between our two great Empires, as well as economic prosperity, the Ottoman Empire and the Russian Empire agree to the following:

The Czar and his government, recognizing the value of providing for the effective self-defense of the Russian Empire's friends and neighbors will provide to the Ottoman Empire certain technical assistance as detailed in the Annex to this treaty.

The Sultan and his government, recognizing the importance of the Turkish Straights to the commerce and well being of the Ottoman Empire's friends and neighbors will guarantee in peacetime the access to the Turkish Straights of all ships flying the Russian flag.

The Sultan and his government will make available certain heavy manufacturing resources to the Czar for production of rails, railroad cars, and related equipment, as detailed in the Annex to this treaty.

Technological Assistance to the Ottomans:
1910:  Historical 1912 armored cars
1906: Cutting Edge: Historical 1910 aircraft level
1910: historical 1914 aircrafts
A fourth area of technical assistance to be negotiated in the future.

Heavy Manufacturing Assistance to the Russians:
3BP in 1/1920 for railway goods
3BP in 2/1920 for railway goods
in exchange for:
$3 from Russia in 1/1920
$3 from Russia in 2/1920
