Raiding was fairly effective in the Eastern Pacific in the Second Pacific War.  Mainly because the shipping lanes are long and poorly defended due to distances from those actually part of that war.  That and the main fleet that was close to defend their own supply lines (the Swiss) has most of their fleet either raiding or bottled up in operations/repairs during the war.  THey did have a few ships out chasing..unfortunately they didn't catch their prey until they hit Japanese waters and were thus prevented from finishing of one of the world's first Battlecruisers with their relatively new Super Cruisers (pre-dread battlecruisers).

I seem to recall it had an effect on their respective economies.

8. Bavaria

I think Ledeper's list is more accurate.

I operate on the presumption that Bavaria has an extremely small merchant marine. 50-60,000 tons total and mostly small merchants operating in the Med and Adriatic.

Borys long ago observed that Trieste is a good port, but shipping over the Alps won't be competitive and it no longer serves the Hapsburgs as much.

Rhine goods tranship in Rotterdam on Dutch hulls, others exit ESC ports.

Hence why Bavaria was trying to establish mercantile relations with Niger/Rumania*/ Mughal - trying to establish new trade routes to help put more sailors in work, as was the idea behind the Friuli flag of convenience.

Overall, the lack of merchant marine rules is something I've found quite vexing. I wanted to have Bavaria build a subsidized merchant marine during her 'Catchup', but I was told the old rules had been suspended and the Mods were looking at it, but until then I couldn't build one.

*at the time Rumania had ticked off the Hapsburgs and lost that market, so there seemed like some trade opportunities. The other two would be new resources.
Did they beat the drum slowly,
Did they play the fife lowly,
Did they sound the death march, as they lowered you down,
Did the band play the last post and chorus,
Did the pipes play the flowers of the forest
