Naval Battle Simulation

Curious question, how do you guys do your naval simulations?

If it's a board-game type, the rules would be appreciated.

When I've done them, I've used Seakrieg 4, with only a few minor modifications to fit our tech tree, etc. It has the advantage of being freely available (via PDF download), but it is pretty complex, so doing a large fleet action takes a bit of time.

I've played that (and SK5) a few times.  Fun to get damage, but not good for large action.

For those we tend to use General Quarters 3 locally since they came out with a World War One suppliment.
