Vienna Convention

 Vienna, 29th September

The Kaiser, Stefan upheld his precedessor's invitation to a conference of the Powers to be held in Vienna. The subject of this meeting, hopefully resulting in a generally binding convention, would be to codify the Rules of War, as to award protection to life and property of civilians and neutrals.

The Conference will be held at a convenient date.

As the Kaiser will travel in the Summer, the meeting could take place in the Spring or Autumn 1903.

Assuming the Rohirrim are still allowed in the country and his quest is under someone else's operation, Barliman Overhill will be present. Also assuming Rohan believes the Empire of the Hapsburgs is stable for such a convention.

The Republic of Orange has lost most of its faith in signed papers called as treaties. As events in the past year had shown, they can be discarded at a monarch's whim, and could only be relied upon when the interests or capabilities of both parties are in agreement with the written word. If more than two parties are involved, the conflicts of mismatching interests cannot be avoided, so full agreement could not be relied upon.
The Republic of Orange will send her observers but not envoys to the convention. However, if the declarations of the conventions accepted by the international community are not utterly against her interest, the Republic will adhere to them - this promise being as good as (or better than) many treaties signed during the ill-famed last year.

We are saddened by the dim view taken by the conference by the Republic of Oranje. However, we cannot deny there is a kernel of truth in this assessment. We can only hope that the spirit of "do not do onto to others ... " will prevail.

We also desire to make two things known:
- firstly, the Legions of Freedom will retire homewards immediately after freeing Spain of the abomination of communism, without any demand for compensation or for any say in the internal arrangements of that country. Seeing that fair land free and safe for the Faith will be reward enough.
- secondly, We are dissapointed by the general lack of reaction to developments which had reached this dangerous stage in Spain - for now only in Spain ...
We had expected our fellow monarchs to have taken a more decisive stance to stop the spread of these criminal ideas. Our expectatons of kingless states are lower.

Gran Colombia will send a delegation to observe proceedings but does not, at this time, commit to entering into agreements that may be made at this conference.

Among other issues, the Conference will endeavor to clarify various issues, such as extend of territorial waters, belligerent status, etc.

Other examples of such terms:
Most favoured nation (MFN) - a status accorded by one nation to another in international trade. Somewhat counterintuitively, it does not confer particular advantages on the receiving nation, but means that the receiving nation will be granted all trade advantages, such as low tariffs that any third nation also receives. In effect, having MFN status means that one's nation will not be treated worse than anyone else's nation.

Non-aggression pact - an international treaty between two or more states, agreeing to avoid war or armed conflict between them and resolve their disputes through peaceful negotiations. Sometimes such a pact may include a pledge of avoiding armed conflict even if participants find themselves fighting third countries, including allies of one the participants.

Defensive alliance - a type of a diplomatic union, in which both sides agree to certain actions in case one of the sides is attacked by a third party.

Offensive alliance - a type of a diplomatic union, in which both sides agree to attack a third party.
