After a 6-month fitting out, the ship will be able to accomodate 1600 passengers in a three-class arrangement. Capable of a speed of 21 knots, the ship is expected to cut 4 of the 18 days current journey time on the 6500-mile-long journey from Europe to Cape Town.
The shipping company expressed its hope that a peace with the Habsburg Empire could be arranged soon. Even with the war going on, thousands of immigrants arrive every week fleeing from poverty and opression in Europe, eager to start a new life in Orange. They are now forced to take smaller and slower vessels under neutral flag for the journey, as half of the Orange liner fleet is laying idle due to the war.

Christmas Island, 1902 February

The old armored cruiser ORNS Sapphyr, the frigates Despatch and Dauntless, a collier, a really small passenger ship and a merchant arrived at the harbor of the only settlement of christmas island - The Settlement, as no one made much effort inventing a better name. The New Swiss flag was flying on a post next to the garrison - it won't be up for too long.

The passenger ship were tied to the single pier large enough to serve larger vessels than fishing boat. From the ship disembarked Abraham Haas, and Thousandscaptain Kollanyi of the army. A honor guard was lined on the shore, with an unexpected band playing some music that supposed to be Orange military marches, but they must be recommended at least for their effort if not their artistical production, thought Captain Kollanyi as he stopped before his Swiss counterpart and returned his salute. After exchanging a few words, the two officers and the civilian walked before the honor guard, and entered the building of the island's prefecture.

From the passenger ship, another civilians disembarked, some Orange and some Swiss civil servants - the latters taken on board in West Australia- to expediate the process of handing over the islands. After the civilians left, Orange soldiers followed, some of them immediately starting to transfer boxes
and baggage to the shore.

Three days later, during a short cerepomy with a slightly better preformance from the band, the Swiss flag was lowered and replaced by the Orange Striped banner. A week after the arrival of the flotilla, the Swiss embarked on the Orange passenger ship and left for Australia, escorted by one of the frigates.

Phoenix Harbor, New Switzerland, 1902 January

Captain Kazinczy felt relieved when the ORNS Rhodium was finally tied down at the pier. He was shadowing the Spanish Armada from the Philippines to the Salomons, and back, surviving the eager skippers of the Spanish scouts without being fired at. The Diamant was in drydock, finishing the repairsafter the tidal wave a month ago. Even with the large number of Swiss ships damaged, at the other end of the harbor, a bitter remainder that the war (or wars) were still going on, the cruiser had the priority being a heavy vessel - as the Swiss themselves did not have too many of those left. Still, on his way to the Swiss islands, he met several smaller cruisers and destroyers on picket duty, guarding against the Austrian fleet which was expected to arrive at any moment.

After reporting to the port admiral, he was on his way, in a cabbz, to the embassy for his new orders, as the spark telegramm had notified him a week ago. The embassy was originally a floor rented in a three-story office building, but with the closer Orange-Swiss ties, the other occupants (all of them affiliated to Orange companies) were forced to look for offices somewhere else.
"Good Afternoon, Captain" hailed the Corporal standing guard before the entrance.
"Afternoon, Corporal", he returned the salute, and entered the foyer of the embassy.
The bulding, with its single occupantm wasstill crowded, clerks in their suits, papers and books in their hands, hurrying alog the hallways and the stairs, dodging each other, the occasional visitor or military personnel, not even looking up, with uncanning agility.
The offices of the military attachés were on the top floor, justified by the physical fitness demanded by both armed service, even if Rear Admiral de Hagen - and others of top brass - kept complaining about it. The admiral was appointed only three months ago, over the head of Captain Skuhalek, who held the same position until then, as the need increased volume of communication required someone of flag rank to be the liaison at the office. That Captain, however, was still there, namely the adjutant attaché, keeping the other half of his former job. Which was the Commanding Officer of the Phoenix Station, the Bureau of Orange Naval Intelligence, called BONI, even if there were people before the war, doubting whether the Bureau managed to give any advantage to national security at all.

Ascending the stairs, he arrived at the Admiral's office, to see the Aideraising behind the desk, and saluting. The ensign asked the Captain to sit down in the armchair by the table, to wait for the Admiral to be available, thenraised a phone on the desk, spoke something, and put the receiver down. He took the cigar offered - Cuban, might not be available for a while, if the civil war spreads even further. He was reading the newspaper, week old but still fresh for him, when the door to the admiral opened, with a Swiss officer coming out, who saluted him, and introduced himself.
"Fregatt-Kapitaen Spycher, sir."
"Captain Kazinczy, of the Rhodium. A pleasure to meet you." he responded.
"The admiral asked me to tell you that you are expected right now, sir."
"Thank you, captain."
"You are welcome, sir. My pleasure to meet you"

He entered the admiral's office, and stood in attention before the desk.
"Captain Kazinczy, at your orders, Admiral".
"Welcome Captain, have a seat" sounded the flag officer, pointing at a chair, without any trace of the aforementioned 'welcome' in his voice, even more gruff that at their last meeting. The portly admiral resented skippers, as he did not have the privilege commanding a ship, getting to his rank by his political abilities and connections, sitting behind a desk during most of his service. And he was required here as a political admiral. Unfortunately there was antypathy between them from the first sight. And the admiral was frustrated enough not even trying to conceal it this time.
"Anything about your cruise you want to mention?"
"Nothing special, sir, nothing but my report." the captain, not wanting to get into unnecessary communication if not needed, drew an envelope from his portfolio. The admiral was a bit less unfriendly when drinking, but was strictly abstinent during daytime. He can have the details from the report, and the small talk later, during one of the unevitable receptions.

The admiral took the envelope, and gave him another one in return.
"Your new orders, straight from Durban" the wax bore the seal of the First Fleet. " I was informed that the Admiralty is detaching units from the Home Fleet, to the newly formed Asiatic Fleet, including battleships, which is already en route to Phoenix".
The captain was surprised. With the reserves activated, there were enough vessels to station ships far from South Africa, if needed, but forming a new fleet clearly indicated that a considerable portion of the home fleet strength is on the way.
"Among the ships is 1st and the 3rd Battle Squadrons." A squadron in the Orange navy is small, only 3 ships, but that's all the 6 of the modern battleships the Navy has. The Admiralty is up to something.
"I, am not in the chain of command of either fleet," continued the admiral, more loquacious than usual, apparently enjoying this part, not forgetting to imply his superior rank in the meantime, " but was informed your ship and the other cruisers are to begin scouting, not the Armada, but to find the Austrian ships around. Unfortunately no one knows where they are right now - not Captain Skuhalek, and the Swiss don't know much more, either."
The admiral looked briefly at a clock on the wall behind the captain.
"And all the units detached here will be attached to the Asiatic Fleet, so you are expected to report to Admiral van Zuigenbrogge. The orders shoud answer any question you have, I think we are finished." concluded the admiral the briefing abruptly.
"Permission to leave, sir?"
"Go." barked the admiral, burying himself in some other paper.

So it will be 'Admiral Z'.Sweet Jesus, what sins have we commited? 'Old Z' looked harmless enough with all his theories in naval warfare, among them something he called 'Decisive Battle', after some American theorist. Wy someone had to draw him from behind the desk, and give him ships to play with? The only hope he will not break too much of them. Including the Rhodium.

Leaving, he returned the salute of the ensign by reflex, but did not really notice anyone else in the embassy building. Then took the long walk to the harbor, as he needed time to organize his thoughts. And sit in a café, to read his actual orders.

Early 1902, East China Sea, South of Port Arthur, on the edge of the Russian territorial waters

"Which ships is it this time?"
The Austrian fleet, the so-called Neutrality Patrol, spent most of the last few weeks on anchors in Port Arthur. Asia was crowded by battleships. Hollands in Singapore, French in Saigon, Russians and Austrians in Port Arthur, and the Orange Asiatic Fleet on steam en route to Phoenix - with the aim of challenging the Austrians to battle, or to leave for home. Austrian cruisers made a few raiding sorties against Swiss shipping, but after their ally Spain had gone communist, their activity fell considerably.

But their presence forced the Swiss to redirect an limit their shipping, as they lacked heavy ships to confront them. So came the Orange fleet. Not to mention the fact that Orange was occupying Namibia, and the Austrians were still reluctant to realize that they had lost it. A naval victory, the politicians thought (and the newspapers wrote coloumns onn it), is needed for a favorable conclusion of the Namibian affair - and a lost battle would not change the current deadlock. The quantitative and qualitative superiority of the Orange battleline was compensated by the superior number of armored cruisers the Austrians had, but Orange could rely on a few Swiss ships.
The Austrians were sending out their cruisers regularly out of the harbour to scout, usually meeting with the Rhodium or some Swiss cruisers. These encounters usually ended by a few distant shots, not hitting anything but the water, as the faster Orange vessel disengaged from the usually superior Austrian forces.The order was to keep an eye on them, until the bigger boys arrive - or the politicians decide otherwise.

The Austrians generated a considerable betting activity, born by the frustration of not allowed to shoot at them for real. The object of the betting was the number and type of the ships taking part in the next Austrian sortie. As the smoke plumes were sighted, the order "Take the Battlestations" were issued by the captain, but everyone was eager to hear from the lookouts.

"Three smaller ships and some larger ones..."

The larger ones, it turned out, was 2 of the older Austrian battleships. So their Admiral decided to send the battlewagons out for a change. But there was no other difference from the previous encounters. Both parties fired their compulsory salvo, out of range, and then the Rhodium steamed away, reporting what transpired.

The pacification efforts in Namibia, and the ongoing resistance destroyed the hope of a meaningful harvest this year.  Following the explosion of the Taal, temperatures around the globe dropped by a few degrees, and Ministry estimates that the Orange harvest would not be sufficient, and tens of thousands tons of grain will be needed to avoid famine in Namibia.

I decided to modify the Namiban geography from that of IRL, to account for the relatively large population. Basically, There's a river flowing through the desert, from the North, like a smaller, Southern sibling of the Nile.

the Swakop river is a big river here, taking the water of the Okavango OTL, thus the Okavango delta is considerably smaller

The Kunene river flows through Northern Namibia, it isn't the border between OTL Namibia and Angola

Ok Phillipe, I'm listening.

The mainstay of the Habsburg battlefleet in the Chinese sea got full complements of munition and stores. Thanks to our influence on the Russians. The transsiberian railway and the Bavarian connection made it even easy. I only hope the Middle Kingdom doesn't find out our involvement.

And even if they find out, who cares? The MK won't, as their ally got what they needed. The Habsburgers neither, as they got what they wanted. The Orange republic? There so far out, and I don't see how our influence is changing their landgrabbing. Even if the Habsburgers gain a massive victory in the MK waters, they cannot transport enough troops to dig out the entrenced OR troops now. Not without our help, and that's something we won't give, not for a pisspoor piece of Africa.

Sir, what's the idea of the supply train then?

Simple dear Philippe. The New Swiss will lose more ships. The Orange Republic will lose ships. And the Habsburgers will lose ships. France only gains power on the 7 seas then.
And to top it off, we'll send the Orange republic that we won't interfere with the gaining of the habsburg colony. This gains goodwill from them.
The fact we aided the Habsburgers, causing them losing ships and more supplies and gaining more goodwill from them.
The MK, if they find out, can't say we acted against them, maybe even paving the road to a peace treaty after 50 years of mutual hatred.
The arrogant New Swiss will lose their pride, as more ships get damaged or sunk. Without hurting the MK.
In any case a win win situation for France

Hopefully Rohan doesn't find out either. It sounds rather underhanded for all involved.

However Rohan's Force have removed themselves from the Western Pacific at this time. So unless asked again, or sent off to hunt pirates, Rohan will not be venturing out that way in large numbers for some time. Exception will mainly be trade protection between Rohan and New Switzerland proper as the two nations still have techincal and scientific work that needs to be solved before they are go in seperate ways (if that is necessary), plus Rohan has two ships for the Swiss and the Swiss have an engine (unfinished) that needs to go into a few ships.

General Kronjé looked up as his secreatary, a sergeant major (warrant officer) entered his office.
"General, the Staff has compiled the latest reports, and there are one which you would want to look at now."
"Let me see, Isaak."

The CO of the Okavandja garrison had really important news. Not urgent, but he was waiting for the first one like for several months. The guerillas operating in that area had at last seen the futility of their struggle, and contacted the garrison commander through 'informal channels'. Apparently the rebels are facing food shortages, as they were separated from their support. The population was evacuated to selected well-guarded locations, and was kept reasonably well. Patrols have much easier job this way, as anyone they encounter in the lands is an assumed badboy. Early outbreaks of banditry, commited by rowing kaffir bands pillaging the abandoned farms, were hunted down by bloody efficiency. Literally.

Unfortunately this policy caused an interruption in the agricultural production, and was informed that the government is forced to but grain overseas to avoid if not famine but local food shortages. And the harbor in Walvis Bay will have to be cleared from the rubble to get that food inland.

Negotiating with the resistance is not his job, but he will deal with the first group personally. Just to break the daily routine of a military governor.

A bit Premier Palpaté.

First of all, the Orange Republic ambassador did recieve our friendly asking to return Rimauld to France. I had to include the agreement that Rimauld would be brought to a place with a simular climate as his current recidence.
Hotel Bonaparte on Tahiti sounded the best place.

And, when will he be there? I want to talk with him in private, very toroughly... Like the old days.

Sorry premier, the ambassador couldn't say if his gouvernement will agree. But he forwarded the request.

Minister Capet , it is not a request, it's a demand.

I know, but demands aren't diplomatic. I'm working on a leverage. One of the idea's is to use food surplus from Indochinese rice and Brazillian staples to "donate" to the Namibian problems.

That won't be possible. The Brazillian staples are needed there. There is no surplus anymore. According to Minister Dupré , Indochina can deliver a few ships of rice, extra, but not easy. Not if we want to keep the price down in France .

What about native foodstuffs from the Dutch or from our North African colonies?

Maybe a solution, Cameroon had a good year. I'll ask Dupré how much tons he can free from there. The dutch, that's up to you.
But why do we have to pay for the return of one of our citizens?

Premier, it's simple; if monsieur Grange had allocated more guardians for Rimauld, he never would have gotten away. Nor if he would have had his posting in Phoenix. There his friends would have kept him happy.
Malawi is the hellhole of diplomatical suffering. Deeper than that isn't possible for a man who likes his comforts. The fact the Brandenburgers distrusted him with a vengange didn't make it any better.

But premier, how bad is the abcence of Rimauld?

Very bad, he had acces to most of our international plans. And I'm afraid he'll ruin a lot for us if he spills his beans. Maybe that we just had him killed.

NO , sir, that we can't do. Not within reason. We stopped the bloodshed after the gory days of the revolution. I will not agree on this idea whatsoever. My family payed dearly those days.

The native division is the continuation of the previous Orange policies. A medium tribe is chosen, and essentially all its able-bodied male members are conscripted. The divison will serve away from their homelands, while the families remain home as hostages.
The 'Namib' division consists of white volunteers. The are recruited from all over Namibia, and they are hostages secondarily. And contary to the article, the new recruits are spread into four divisions to avoid excess risk of revolt.

Note: as voting rights are tied to military service, integration of the new provinces into the political life will take a while. Provisional voting rights is introduced among the population that those above census would be able to vote in local an provincial elections.

Ministry of Internal Security

A wiry man in grey suits was nearly lost in the large armchair, as he was was leaning over the huge desk in a similar sized room that didn't fail to convey the importance of its occupant. He was frowning at two sheets, as a man in uniform entered the room, apparently unimpressed by the opulence. The wiry men looked up suddenly, and came out to greet the visitor.
'Ah, sorry, General. I was just pondering on the reports you came about.'
'No problem, Mr, Secretary. I had time to familiarize myself with hte current situation debriefing our agents.'
After shaking hands, the host went to a cabinet, opened it, and took out a labelless bottle with clear liquid inside.
'I assume you would try te newest of the apple brandy my brother sent from his estate, Adam.'
'Of course, Pieter. You know, people in uniform cannot really refus a drink offered by a superior.'
With glasses in hand, they sat on the couch next to the smoking table.
' So what our pet communists are up to now? Do you have any more insight than the report suggests?
'That fellow named Schoenhertz, His last attempt to organize trade unions amongst the immigrants sufferred a setback three months ago.'
'I remember' smiled the bureaucrat,'he wass mugged by two angry dock workers. He got that two into his commie trade union, but after they started to agitate others the management fired them immediately, and they realized afterwards who put those crazy ideas into their heads.' He shook his head. 'But can we do with his newest idea? Recruit volunteers and sending them to Spain to help their comrades. His solidarity marches were getting less and less attention, and he had to put on some show.'
'Actually, that has some merit for us. If he could organize all those eager to fight for communism, why shouldn't we allow it? If only we could just get rid of all the firebrands here...'
'Can we do anything to ensure he also leaves for Spain? It would be great to get rid of him, too .'

Diplomatic despatch from Ballplatz, Vienna:

The Kaiser appeals to all those still fighting against the Republic of Oranje to lay down their arms. With great regret HIM has ratified the Treaty of Rome, thus abandoning any further claims to the territory. Their struggle, although deserving of highest praise, at present leads only to needless loss of life.
To honor their dedication and struggle for Gott, Land und Kaiser, all those wishing to return to the Old Country are wellcome. As to those wishing to remain, the Kaiser will release them from their Oaths, and arrange for dignified settlement of their status with Oranje authorities.
