Austrian Relief to Philippines

Today the Kaiser disclosed that he donated 6 months of his income to aid to the Phillipines, and appealed to his subjects in general, and Great Houses in particular to be generous with their contributions.
Army Officers, especially wellcome if from medical and engineering branches, upon volunteering for Phillipine's relief will be given leave counted towards their time of service.

The first ship (chartered) is planned to sail within a fortnight. Due to piracy in that part of the world, a small naval Austrian presence (one or two protected cruisers, a half-flotilla of TBs) is to accompany the relief vessels.
