Far East
Russia leaves the diplomatic negotiations between MK and NS. Some exercises were held with the Rohan fleet. Russia announced its neutrality to the MK-NS conflict. The territorial waters of the Lianing Peninsula were covered with 3 lines of mines, patrol seted. The cargo-passenger line Port-Arthur- Vladivostok was closed. Some about 300 thousand more soldiers and officers with arms and armament came into Lianing. Russia temporary freezes its diplomatic relations with parties, involved into conflict.

Diplomacy
Russia ratified the Agreement with the Ottomans. Russia ratified the Agreement with the Baltic State. Russia refuses to ratify the Agreement with the Habsburg Empire.
Diplomats have been sent to Gran Colombia, Spain and Orange to set diplomatic relations.

Russia inside
There was no "burning" events inside the State for the term.

Recent events
The Governor of the Lianing General Alekseev has announced, that the borders of the Provence will be closed for foreign citizens, including Chinese, for the all term of the Middle Kingdom-NS war. Only diplomats and officers on-duty may enter the Provence and its main cities and only under agreement with the Russian part.

The 3st maneuring brigade of the Pacific fleet arrived to Port-Arthur. This measures, as Minister of Navy Admiral Vrangel' said have been taken to protect Russian territories in China to the term of War. Russia will stay neutral in this conflict, but will be ready to repulse any attack.

The brand new battleship "Grengam" set its sails into the practical cruise around The Baltic sea. The ship will visit Kopenhagen in the first days of October. After the training operations the Giant will enter the Baltic Navy for some term.

The diplomatic mission from Russia was greeted with great pomp and ceremony from Gran Colombia. President Alizandro spent several hours discussing world events and concluded that Russia and Gran Colombia had no reason to find themselves at odds with each other. He hoped for a strong and cordial relationship with Russia.

The Russian diplomatic team was invited to tour the Canal project around Darien, and were told how the looming completion date, and simple management structure of the canal (100% owned and operated by Gran Colombia, rather than the hodge-podge of nations building in the war zone to the north) might serve Russian naval and mercantile interests well.

Minister Muraviev answers the "burning" questions.
Cartagena, August, 20, 1901
"To tell the truth, I amazed with the sights of the Grand Canal. This hand-made river is wery important for all countries, and we can get the Far East faster now. This canal is the most fresh impression of the tour", — said mr. Muraviev at the press-conference in Cartagena.
Exept it, the head of Russian diplomacy corps answered different questions of Colombian, French, Switzerland, Chinese, German and other journalists.
— Mr. Muraviev, why Russia keeps neutrality at the conflict between NS and MK?
— We have some territiories rented from MK at the region of the conflict. Moreover, we still do not have any kind relations no with the New Switzerland, neighter with the Middle Kingdom. Russia, of course, can get fighting to protect her own political and economical interests at the area. But due to the situation we don't wand to support any of the parties. And our main goal is to protect what we have at the region.
— Is it possible for Russia to get involved into the conflict as the third part?
— No, it is not. Even if the enemies unites and attack us in Lianing, we would not reflect the simple defence into the full-scale war.
— Would Russia take any steps to make peace at the region?
— No, it is not important. Should Russia reconcile the parties? May be yes, but parties would not like to compromise. And that is the problem for all peacemakers smile.gif
— Could you forecast the result of the conflict?
— I think the main result for the parties — very weak economy: both NS and MK would not be able to maintain their fleets and armies as is. And it means the Total sale of the old stuff coming. What about territories... I'm not sure some of them will take new ones as the result of victory. There will be no any winner in that war.
— Why your increased the army and fleet quantity at the Lianing? What do you mean by that?
— You should ask this question to General Alekseev, The Governor of that lands. Really, I'm not sure he is right in that decision.
— Mr. Muraviev, what do you think about situation in Europe?
— It is stable. Except Romania. There in Romania some kind of revolution coming, to my mind. We are talking with their authorities, they asks Russia to enter the army into the region. But it is not possible according with the Treaty of Gallipoli.
— So... Romania bothers you?
— Yes, a little bit. If there is a revolution rises there, it can strike all the Balkan. New Russo-Ottoman war is possible in that case. And we are working to prevent it...
— By the way, why Russia signed the Gallipoli Treaty?
— To prevent the war. It is very possible this time...
— The gossip was, that some kind of revolution is possible in Russia. Is it right?
— I don't hear such gossips... In theory, the situation with revolution is possible in any state. In practice it is possible only when there is nessesary prerequisites exists. There is no prerequisites for revolution in Russia by now.
— Mr. Muraviev, what is the goal of your visit to the Grand Colombia?
— First of all, to get aquainted with her authorities. And, at last, Colombia is the great and beautiful country, full of colorite. I like exotic!
— Would Russia sign any treaty with Colombia?
— Yes. But first of all, we should find out a points of common interest with the President Enrico Miguel Alizandro.
— What is the next stop in your trip?
— We will visit Rio-de-Janeiro, Capetown and then return into Europe, visiting Kadis, Madrid and Paris. I think we'll finish the voyage in a few months.

Russian Mission visited French Brasil
Rio-de-Janeiro, August, 26, 1901
Russian Diplomatic Mission arrived to the harbour of Rio-de-Janeiro yesterday's morning. Russian squadron, consists of battleship "Tsesarevitch" cruisers "Topaz" and "Rubin" and 4 destroyers of "Gremyashy" type anchored at the inner raid of the port.
The head of the Mission Minister of the Foreign Affairs of Russian Empire Graf Muraviev went ashore where have been meet by the Governor of The French Brasil Monsieur Dupaynil.
After little excursion around the city, Muraviev and Dupaynil have a talk at the Itamaraty Palace.
The official dinner was led and after it Muraviev with successors return to the flagship of Russian squadron.
Today's morning Russian squiadron left Rio de Janeiro harbour, heading to Capetown.

The Ministry of Mass Media announced about foundation of Russian Telegraph Agency. The RTA will provide population, government and other Mass media with the fresh information about events all over the world. The new organization is semi-governal, 40% of its capital belongs to the commercials, other 60% - to the Ministry.

The official declaration of Russian Empire concerning the Peace patrol
St.Peterburg, September, 15, 1901
The obligations of Russian part at the Peace Patrol is following:
1. To sweep out all mined zones at the Yellow sea. A brigade of fast minesweepers and destroyes are on the way
2. To protect self and friendly merchant shipping (including NS and MK) from any piracy at the area (remember ACM attack as an example of provocation)
3. To show the flag of the country as element of Far East policy

Russia would not stop every ship at the international waters, only those which are going without flag of the country or if there are some suspicions of contrabande goods. Russia will not affect, provoce or answer any battle, which may be given by the suspicious ships.
Russia will patrol 30 mile area around Lianing peninsula and 60 miles area at the Japanese sea. Russia will stand uts stationeers at the MK ports, if MK authorities ask about it.

Russia is not going to step out any treaty, concluded with the states at the area.

Russia Have Got a New Friend in Europe
Barselona, 20 of September, 1901
Russia had signed the Treaty with Spanish Empire. This treaty gives Russia an entry to the Mediterranean area with the naval base at Hibraltar. Russia had an experience of Med. Sailings: twice in 1789 and 1812 our fleet had stayed at Pirrey. Nowadays we will enter Hibraltar. The group of ships will be set there in a shortest time.

Russian Emipre Stop Relations with New Switzerland for a While
St. Peterburg, 1st of October, 1901
The Russian Empire announces that all official relationships and commercial services with the United States of New Switzerland & Whales will be freezed to the term of the NS-Spanish war.
The Russian Ministry of the Foreign Affairs declared, that Russia will stay neutral in that war, but it is impossible to communicate civilizely with the country at permanent condition of war.
?We will renew our relations as far as New Switzerland finishes fighting with each other for nonsences and begin to communicate and discuss all of their problems, - Alexander Muraviev said to "Vedomosti".

Russian Navy Prepares for Whinter Campain
Vladivostok, 1st of October, 1901
Russian Ministry of Navy published an order for the Navy to increase its status to ready-to-battle. All ships of the Pasific Fleet will be repainted dark-grey, equipped and ammunited. Active patrols will be set at the Yellow and Japanece seas.
This actions does not means that Russia prepares to enter the war. We just want be ready when somebody would like to hurt us. And still our sailors needs training. So, it is an ordinary campain for the fleet, - was the comment of Ministry staff.

Two Cruisers Have Changed the Fleet
Helsingforse, 10 of October, 1901
Russian Naval Ministry have signed a deal with Spanish Empire. Two old Russian cruisers - "Vityaz" and "Rynda" - had been sold to the Spain for 1 mln RUB.
Due this ships is not modern ones (they have been build in 1888 - 1892), they have good speed (15 ? 18 knots at practice) and strong weapon (10x152/45 kal, 1896 type+ 3 modern 450 mm torpedo tubes).
Ships will be delivered as soon, as possible by Russian crew and with double complect of ammo.

New Switzerland condems the actions of "neutral" Russia. The contemt the Russians have shown to a Treaty agreed uon between two sovereign nations is an insult to the world. Despite this NS will take no action against Russia or stop comunications. NS has signed a Treaty and will keep it despite the flagrant violation of it by another country. Notwistanding this Russia will no longer be trusted.

The Russian Empire desides not to comment any condemnation of its behaviour and desigions.
The Russian Empire is a sovereign country and have a right to make desigions by her own.
The Russian Empire would not enter the war and stay neutral to the conflict.

France, after a long and ardious deliberation agrees in Russias assesment of the new Asian war, and supports the Russian neutrality.

But in the same vein, France does condem the sale of warships to one of the beligerents. The right diplomatical roads towards this reluctance are already taken.
