Well I did this on 245t w/ 1905 engines @ 25kts..so I'm sure w/ 1916 engines and less speed he can save 45t.

Well, for an 18 knot ship, the hull doesn't need to be all that fine. This allows for a little bit reduced draft, which could be useful for the mission.

Freeboard was driven by providing ample internal volume via the long forecastle, not seakeeping.
