Your only source of News for citizens about the great expanses of the Republic.

March 9, 1918

The Guangzhou Radio Station has finally settled down and filled its ranks with workers and will begin its broadcasts 24/7 about the whole of the Republic. Any citizen needs only tune in on this frequency to learn about the Republic.

Today the Republic has enacted the Militia Laws, requiring every citizen receive military training for the course of six months once pass the age of 18. After the completion of this program the citizen shall return to society, but will retain the knowledge so that should the Republic be attacked, the citizens will be able to take up arms to defend it.

The deadline for sending the tractors forms has passed so please wait until next year to apply for yours if you missed it. Unfortunately the Republic was able to only buy 27,000 tractors for farming use.

Now for the daily weather reading in the cities: Guangzhou has been recorded with a temperature of 18 degrees Celsius, the sun is shining brightly and there are no signs of rain. In Shanghai....

.... Today brings about another glorious day, have you taken a ride on the CGNG train route yet? The scenery is beautiful, the train travels quickly and it all costs only 50 yuan! So if you have time, take a trip on the CGNG line and enjoy the two weeks of travel time across the landscape of the Republic!

Assuming 2 million males reaching 18 each year (=190/4) one-year draft means that the RRC is keeping 40 corps fully mobilized (i.e. not in reserve or active status).

OOC: I'm going to pull out some numbers from countries I'm basing this on such as Norway and Taiwan. In Norway only 27% complete their service whilst the rest are dismissed because of studies abroad or failure of medical tests. That means of your 2 mil, only 540,000 or ~11 corps have to do it.

Not I don't see why such would be considered mobilized.... at most they would be at this sim's equivalent of active, but I believe such should really be at reserve. These are Militia, civilians that receive minimal military training and then are send back into society.

You should go back to WWI-WWII conscription data to make sense, not cases like Norway where they could not put every conscript into arms. What is the rate for current day Taiwan? Studies abroad are irrelevant in 1920 context, and failed medicals will have very low percentage with most of the conscripts being farmer boys used to physical labor. For current Vietnam, 16 of the 21 million of male populationin military age is deemed fit for service.

An active corps cost half as much to maintain compared to a mobilized one as roughly half its OOB is filled by reservists called up in case of mobilization. A reserve corps cost 1/8th (or whatever is the current rule) because 90% of it exists only in warehouses and on paper.

One of the reason why there's no country over 100 million IRL with full conscription, as in one cannot avoid it by the sheer luck of not being selected, but must be ill/flee abroad/bribe someone. The last one of these was Russia.
