Aye, with the provision that the General Kasser, which is at 41,000 tons, attempted to be reduced by 500 tons.

France sees no need in that provision and isn't supporting the notion.

The DKB also does not support the Rumanian provision, but reaffirms it's "Ay" vote for the actual treaty being voted on.

The Chair reminds the Romanian delegation that the General Kassar is grandfathered, and everyone gets the chance to build two such ships... and asks that the Romanians either vote or abstain- the debate is ended at this point.

Upon their ratification of the treaty, it will be considered complete and the conference will be ended, though the treaty is open-ended and as such any nation may sign at a later date.

Deputy Minister Granville thanks President Wilson for his efforts and begins the trip back to Cartagena, where he will brief Cabinet and recommend ratification.  One of his aides dutifully collects the Richmond newspapers on the way out.

"But because of the importance of this treaty the OR states that it will not commission a ship in violation that would be in violation of the treaty would we sign it in the foreseeable future or if forced to react to do so by other shipbuilding countries, in which case we would inform the signatory nations of this treaty beforehand."
