CTB1 escorted by cruiser Tarapaca left Callao to San Miguelito.

Callao
President Fernando Moreno left Callao in board of Cruiser Shinchi Roca. The cruiser Amazonas & the Battleship LaPaz from the 2nd division escort the President.

22 may
The Squadron enters in the NUS waters. NUS Cruisers from the 2nd scouting group of Rio Gallegos, Nueva Alborada, and Nueva Germania escort the President to Buenos Aires. During the passages near the coast, many people were seen, with Peruvian flags. Late in the evenings, many fires were seen & from the squadron, some fireworks were also actived.

Presidential Peruvian squadron arrives in Buenos Aires. All ships in the harbor are decked. President Jorge Martinez y Garcia welcomes the President Moreno on the platform. During the journey to the presidential palace, the crowd cheered the presidential cars.
The city is decked with Peruvian & NUS colors.

First visit was at the "Allianza Cooperation & Development House" where both Presidents were welcome by NUS Secretary of State- Ernesto Gonzalo y Riviera, in charge of the mission.
President Moreno congratulate Members of the Bureau & hope to have a "bigger" cooperation bureau.

Both Presidents were receiving in the Parliament.
Presidents enter in the hemicycle under acclamations & standing ovations from deputies.
President Jorge Martinez y Garcia first mounted on the podium and spoke.
"You are welcome, because here, in Argentina, you're at home."
(acclamations & standing ovations)
The President Jorge Martinez y Garcia enumerated the various issues of cooperation of countries and made a positive shared outcomes and progress in areas such as health, education, agriculture or communications...

"We thank members of the Cooperation Offices for the immense work done in the interest of Nations, but the time has come to move to the next level."
(Silence)
He turned to President Moreno and declared:
"Monsieur the President Moreno, Support and Nations representative from Peru and Bolivia, I have been mandated by the Argentina people, the people of Paraguay, the Government Members, Deputies and Senators, to proposes to Peru and Bolivia to join Argentina and Paraguay in the Nations Unidas de Surmerica "
(Acclamations & standing ovations)
After several minutes, the silence returned.
President Moreno came to the podium and declared.
"Time has come for our people to cooperate fully with each other.
Peru and Bolivia have found brothers nations, Argentina and Paraguay.
I accept your offer and said solanely, we will join Argentina and Paraguay in Nations Unidas de Suramerica "
(Acclamations & standing ovations)

In the evening, NUS President receives Peruvian President In the Presidential Palace for a gala dinner in "grand apparat".
Were also present; the Secretary of State - Ernesto Gonzalo y Riviera, Chamber of Deputies President  & National Congress President .
They agreed to create quickly a commission responsible to adapt the rules of Nations Unitas.

Return of the Presidential Squadron AC Shinchi Roca & Battleship LaPaz.
Raider Cruiser Tarapaca remain in Buenos Aires.
President Moreno thanks very much President Jorge Martinez y Garcia & add:
I knew that when I "ll arrive in Argentina, I "ll be welcome as a friend but, I never imagined that I "ll be welcome as a brother.

Call of the squadron at Rio Gallegos
NUS cruisers Nueva Alborada & Nueva Germania are going to be transfered to Callao.
These vessels & Tarapaca too will be used as connection between the 2 oceans

12 Members in all important sectors for the Amalgamation Comission are know.

After much Political discus with President, Ministers  & Deputies, Experts left Callao on the Nueva Alborada & Nueva Germania.

Tarapaca depart for Le Pire (Greece) with all 20 members of the CTB crew.

24 June
After calling at Malaga (Ibéria) Tarapaca cross directly Atlantic to Darien Canal

4 july
The cruiser cross Darien canal & arrive in Callao 10 july.

The cruiser is placed in maintenance & ...

The crew is free for 3 weeks:
Much Fiestas with  Girls   :-*  :-*  :-* - beach - music - wine - barbecues...

Experts of all States are receiving by the President Jorge Martinez y Garcia.

Seniors
I am very happy to receive members of the friendly Countries.
You are at a very important moment of the history.
Our States, Peru, Bolivia, Paraguay & Argentina are going to be assembling in one entity, Nations Unidas de Suramerica.

This "Unidas" must be in the respect of all state, traditions, culture & personality of each one.

We have, with the President Moreno defined a number of points that must be modified to allow a better cohesion of states in their functioning.

The existing Constitution of the "Unidas" should be the basis and the integration of applications from Peru is not big problems.
Requests from the President Moreno are fair and without exes. I count on your honesty work to move quickly. I hope to submit the new text to the different governments as quickly as possible.

Experts from all States made good working.

The differents parts of the Constitutions are now in orders.
Each state had a ministery of education, health, transport, security, army...
NUS Parliament with deputies of all countries "ll be in Buenos Aires...

Experts from Peru & Bolivia disagree this choice, they hope to have the GreatNUS  Parliament in better central geographic position.
They hope to have Asuncion, capital of Paraguay... :(  :(  :(

The Laws voted in the NUS Parliament "ll be studying by different Commissions of experts of all countries.

A most important decision was also decided for the economical developement & comunications of the "Naciones";
The building from north to south, from Pacific to Atlantic
of a railway between all capitals, Lima, Lapaz, Ascuncion & Buenos Aires.

The Army & Armada commandement "ll be partialy mixed.
That mean that Admirals in Atlantic "ll be nomed in Pacific & vis versa...

I'd suggest Salta as the capital.

OTL Argentina runs on 5'6" (1676mm) gauge, with some 1m or 1067 lines. Plus the odd 750mm lines in the Deep South, in N-verse operated jointly with the Habsburgs.

Paraguay has a single 1067mm non-operational line.

The Antofagasta-Bolivia line was built as 762mm and then converted to 1000mm track (2'6" and 3'3")

The railroad between Chile and Argentina is the standard 5'6", BUT the most mountinous stretch is 3'3".

Not currently a capital, so implied superiority.
At the confluence of the Paraguay R. and Parana R.
According to Wiki, it's on a 55m rise, so not floodable.

By the 1950s there was a rail line west across the Gran Chaco which connected to Salta, not terribly hard to build in the flats.

Fairly central, good maritime access.
Did they beat the drum slowly,
Did they play the fife lowly,
Did they sound the death march, as they lowered you down,
Did the band play the last post and chorus,

Finally, Experts decided that NUS Government & Parliament"ll be on the line of the future railway so, Corrientes was approved for a better geographic position than Asuncion.
The NUS President is alternatively for 2 years, from Argentina & Peru.
The first President "ll be from Argentina
The Presidents from the Naciones "ll takes one (minimum) meeting every year about the Unitas Health.
NUS Government is chosen by the President & is alternatively, every 2 years from Argentina & Peru. Some ministers from Paraguay & Bolivia could be choose too.

The NUS Calendar was adopted

- Spring 1918
Laws Experts commissions choose by Presidents. One in each specialty
Parliamentary deputies' election in all states.
- Summer 1918
First session of deputies.
First session of NUS Governement
For the security, Army & Armada
Exchange of superior officers & officers.
Transfer of some materials, warships,
Complementarities of Building Plan.
Uniformity of Armament.

No changement for Argentina & Paraguay, that's 1916H1 numbers

Peru + Bolivia give a pop. ratio total = 3.96
1 for Bolivia & 2.96 for Peru
