The Habsburgishes Kaiser- und Koenigreich does not recognise the RRC gov't (considering it to be a province of the Middle Kongdom under rebelion) and ignores the elections and their results.

Early May, 1917

There was a crowd shuffling about in Macau after the start of the First Meeting. Hu Hanmin and other elements of the Republic gathered in the executive hall to discuss the creation of a new constitution. The meeting was sealed to outsiders and observers.

Hu Hanmin and Yun Ming were noted to be smiling with the others as they left the building late afternoon.
