Vo Nguyen Giap stands quickly, preempting Lady Arwen, smothering a chuckle.

Perhaps Mr Gun didn't get a good nights sleep...He accuses Indochina of starting a war while it was his own nation that fired the first shots.  He is preemptivly making escuses for the attrocitys his troops have committed, and yet claims such atrocities never happened.  And now the RRC accuses Rohan of being hostile to a sovereign nation, while RRC is up to its neck in the invasion of Nord Indokina?

Regardless, We are happy for any and all nations to come and investigate.  We have already made this invitation, nay, plee.
<_kr4m3r> so many fucking criminals, its bullshit
<foniks`> heh, if we sent all the criminals to some empty continent and just left them there to die
<foniks`> and showed up like 50yrs later like, "sup?"
<foniks`> whatd u think they'd say?
<FoSZoR[bg]> something along the lines of, "G`Day mate"

Mr.Mitzler:"Even though we are not one of the nations invovled, we would like to make a proposal. The CSA, Orange, and Iberia seem to be good nations to do such a task. Of course, the final decision is up to the the three combatants.

How time flies with this conference...

Ms Soon's report of the atrocities is undated, but considering the "A Government statement will be released shortly." bit, perhaps January 10 or 11.
The Indochinese statement was on the 12th, but I expect it to arrive on the 13th or 14th.
Making the Decisions would be on the 15th (like Japan did).
... so it would probably be the 16th or 17th right now (with the conference starting on the 10th and probably waiting a few days to see if a Dutch representative would come).

"Lady Arwen." Fu Manchu shook his head. "It is my opinion that in your case, there is an extremely fine line between a Declaration of War and a Declaration of Intent and even to you it is unclear where this line exactly is. Also it is my opinion that you are extremely biased in this matter. My wise grandfather once told me 'One should not judge a book by its cover so one should definitely not judge a nation based on the words of another nation that may or may not be telling you the truth. One should judge a nation based on his or her own observations and findings'.

"Regarding that Hand of Iron within a Velvet Glove... as a Lady, I seriously doubt you know what you are talking about, but, having experienced it,  I can tell you that it is rather painful to be hit by a hand of iron within a velvet glove... but not as painful as it was for the owner of the hand of iron within a velvet glove who was charged with the attempted murder of a government official. If you and Rohan remain biased the way you are right now, then I fear that you do not qualify as trustworthy investigators.

"Now Mr Gun, what you spoke of was something that My Lord, Baron Tsao Siu Yan, mentioned during yesterday morning's meeting at Zemi Castle. He told Lord Taishakuten that it was extremely simple for him to have his troops dressed as Republic soldiers and that they could easily masquerade as Republic soldiers. As a matter of fact, it was his opinion that indeed anyone could have dressed up as Republic soldiers and committed those atrocities. A clear case of judging a book by its cover. 'They look like Republican soldiers so they are without a doubt Republican soldiers.' According to Ms. Soon's report, 'they fled the instant the Indochinese Troops turned up'. To us this seems that whoever committed the atrocities may not want others to find out their true identities. Fleeing in such matter could indicate that those troops are not even from this region in the first place. Without proper evidence, Japan will keep all options open."

As Yukie listened to the usual back and forth accusations, she spotted a flash of crimson move past the slightly opened entrance door to the conference room. She excused herself and slipped out into the hall.

"Your Excellency. It is good that you could come here at such a short notice," Yukie said as she approached Bishop Ximinez.

"Yes, yes, My Child. Be quick about it. With the adittion of the Cathedral construction, I have very little time," the crimson-clad bishop replied. "Even Biggles and Fang are working extra hours."

"I was wondering if..." Yukie leaned over and whispered what was on her mind into Miguel's ear.

"Yes." Miguel nodded. "I shall get on it right away."

"You have my thanks, Your Excellency." Yukie bowed and then returned to the conference room.

"Thank you Senor Giap, Senor Mitzler.  Senor Gun, would the RRC be able to advise whom it would consider to be impartial and able to undertake an investigation?"

Logi

"Yes, I believe so. There are few neutral nations in this conflict, but I believe the Japanese, Americans, Russians. They have all kept out of the conflict. The rest I believe could be seen helping one party in one way or another, or suffer from past hostilities with one of the involved parties."

"I am sorry we did not include Gran Columbia, but understand, after we recently declared war upon each other, even if it was resolved, is a deterrent to saying Gran Columbia could be truly neutral in this matter."

OOC: I would have suggested the Irish but they are an NPC

Crap.

OOC since the CSA isn't even here: How about the Italians?

TexanCowboy

OOC: I redid my ideas. Peru is fairly neutral, and Italy and Iberia as well.

The Rock Doctor

"That is perfectly understandable, Senor Gun.  Thank you for the input."

de Gruda y Balboa  examines his notes, then his timepiece.  "I see we do have a mutual satisfactory suggestion - the Confederate States of America.  May I ask if the DKB would accept an investigation undertaken by the CSA?"

He scribbles a note to his aide:  See how quickly we can get word to and from the Confederate embassy in Edo.  Also, prepare a draft message to their ambassador for my review.

Logi

OOC: I considered but since Italia had given me some stern comments in the past I think it would fall in the category of having previous hostilities.

OOC: All nations save Japan, Russia, Americans, Irish, Ukraine, and really no one else... that's who I could say are neutral in this.

Two of them are NPCs. What about Peru, or the Russians.

Edit: Just thougt of that, Guinness

OOC: What did the OR do to the RRC lately? Egypt is also a state with player now that wouldn't seem to have given the RRC a reason to have a beef either.

OOC : Egypt is neutral. I think Orange too. And maybe New Zion too.
The only difference, between the balls of July 14th and the French Revolution, it is the size of firecrackers and the direction towards which we launch them.
