She Turned to face Mr. Muller. Slightly flabbergasted, Herr Mueller slowly stands. As half expected Wilhelm attempts to beat him to the punch again, only to receive the same stare that froze so many others over more than a half century of work. Wilhelm remained seated.

We are fine to settle with the RRC and put an end to this chapter in our relations. The Hankow issue aside, all else seems reasonable. As to that Hankow issue, I'm sure others will have things to say on that. We are not here to argue the RRC/MK border, and I won't. We acccept the RRC's request to allow time to repair ships at Cat Ba Island, and even offer HaiPhong harbor if more concrete repairs are needed to return to RRC waters."

Fu Manchu got up, slightly annoyed by the 'Rohan wench'. "Lady Arwen, may I point out to you that we are here for peace and not for war. If you want to make a declaration of war (*) like that, then I suggest that you do this outside the grounds of Takashima Palace."

He then turned to Weijun. "While it is true that Hankow does not belong to the Brandenburgers, I hate to be the person who tells you this: Hankow does not belong to the Reformist Republic of China either. For the sake of keeping the situation stable between the Reformist Republic of China and the Middle Kingdom, might I suggest that you hand the lands back to the rightful owners?"

Vo Nguyen Giap, the Independent Indochinese Foreign Minister has kept his face schooled to perfect stillness.  Mr Gun's comments about the RRC's "'rebellious' citizens" one of his cheeks twitched ever so slightly...into something that could be refered to as a smirk.  To Rohanian Fireball (otherwise know as Arwin) the other twitched, turning that slight smirk into an echo of a smile.

Arwen stood and smiled slyly at Mr. Manchu and gazed a crossed the assembled Diplomats.  "Oh trust me fine sir that was not a Declaration of war, merely a declaration of Intent.  The Hand of Iron within the Velvet glove if you will"

Arwen shook her head slightly.  "No good sirs and madam were The Mark declaring war I would not have arrived with merely Battle cruisers." Arwen quickly suppressed a giggle at the thought of what her father and brother would have sent to a war declaration "No insult was meant to this August body However My escort" she let another small smile show before continuing. "Was and is intended to show that Rohan remembers her friends and to remind People who have forgotten that we do have the Iron fist should it become necessary." Arwen glanced to her side at the rather large man who had escorted her into the chamber.

"As I stated previously it is the Position of The Mark that the RRC claims of trickery are patently false" she said gesturing to Mr. Weijun.  "We find anything Claimed by that creature to likely be total Fallacy.

Arwen smiled turning on the full facet of her charm. "Mr. Muller Father and Eorl fully expected you to refuse, however they thought it best Forces be available immediately should you accept.  Hence my oversized Escort." She paused taking a drink of water from the glass held by her Escort.  Aiden was quite intimidating and he had insisted on accompanying her into the Council chamber as if she had need of a bodyguard with these people, However she had to admit that a Brotherhood trooper did tend to make an impression.  "Gentlemen and Madam it is known a crossed the world that Rohan wishes nothing but Peace and Stability we are as always prepared to work toward that end.  However should words and discussion fail we are prepared to use that Iron Fist to ensure the safety of Innocents."

Arwen turned and almost resumed her Seat before turning again to smile at Mr. Manchu "I hope good sir that appeases your concern that I am here to Declare war" Arwen then resumed her seat smiling slyly knowing she still had one more ace she could play should it actually become necessary.

The Iberian Ambassador to Japan scribbled a note and handed it to an aid following the statements of reprsentative from Rohan.  The aid quickly leaves the room.

Somewhat perplexed with how the dialogue is proceeding, de Gruda y Balboa raps his spoon against his teacup once more.  "Ladies and Gentlemen, I would be grateful if we could refrain from lapsing into simple name calling.  It will only heat the atmosphere and make peace that much more difficult to attain."

He scribbles a note to himself, to the effect that Cartagena ought to be advised of the unusally assertive, almost provocative, messaging from the Rohirrim.

"Now then - let us set aside the issue of Hankow for the moment, as I infer that the absence of the Middle Kingdom at this conference will limit our ability to resolve the matter. 

Senor", he says to the RRC delegate, "it is clear that the issue of the alleged atrocities in Nord Indochina is sensitive.  At this time, your government and the Indochinese governments have profoundly different explanations for this, and those of us on the outside have no ability to determne whom to believe.  Would it be acceptable to the RRC and Indochina to terminate hostilities and withdraw to pre-war broders if a neutral investigative team travels to Nord Indokina to examine the alleged atrocities?  The world will then know who speaks truthfully and who speaks falsely, and will conduct themselves accordingly."

This would be most acceptable to Indochina.  Our intention was only ever to save lives and defend the innocent.  Already we have invited neutral observers into the regon to see the damage RRC Rockets have caused and the attrocitys RRC Jungle Troops have committed.  The Nagion of Rohan has already accepted such an invitation while the area is still less than safe.  We thank them for their swift action.

Please, stop this senseless violence now.

"If you intend was to save lives and defend the innocent, you would not have approached us seeking for us to join the war. We are fine with such ceasefire until investigations finish. We expect the Indochinese be punished their trickery once the investigation clears up the fact that they are the guilty. A simple note to the investigators, anyone can dress in Republican uniform and have the Indochinese "scare them away".

We however, object strongly to investigation by biased parties such as the Mark which has shown such hostility to our sovereign nation, that it is likely they might not only pronounce us to be the perpetrators when their is no evidence for such, but even plant evidence of their own.

How can we trust investigation by a nation that threatens to descent upon a free and democratic land with the iron fist of oppression?"
