In the Name of his Holy Father Pope Gregory XVII the Vatican Foreign Secretary has the following announcement to make.

The Vatican announces the Official Appointment of  the papal legate at Avignon Giulio Raimondo Mazzarino as Cardinal Bishop of the Catholic Church.   Further more Cardinal Mazzarino will be posted as the Papal Nuncio to the Court of Japan.

Do to the ceaseless efforts of the Church in Japan great strides have been made in the spreading of the word of our blessed savior within the Kingdom of Japan.  In recognition of these efforts the Church in Japan will be undergoing a reorganization of its Prefects and Dioceses with the following individual in charge of each Prefect, Dioceses, or Archdiocese.
