Rocky: I'm assuming you want this using GC standard guns and components, right?

The Rock Doctor

Valles:  Yes, that's one option.  Does it work out if you stick those main guns in turrets?

G:  Indeed - hence my armament specification.

Valles

She puts on some weight, about five hundred tons, but yeah, it's do-able.

And oops! Does GC have a hundred millimeter?

Study from Peru,
Peru Design Bureau choose to have 6 x194 guns in boardside, serious to engage auxiliary cruiser or 27kts cruisers with 6" guns.
Correct cruiser protection & a speed to escort convoy & work in a battleline if neccessary.
200t reserve weight.
Distance from Callao to Pago Pago 5000nm, so 7000nm range is certainly enough.

Peru could built 3 ECs for GC in 1918, 3 x 120 SW are free, 2 in Chimbote & 1 in Pisco.

Interesting - why'd you opt for 140mm versus something heavier - rate of fire?

Sachmle

Well, I was going to go w/ some 194mm but decided that 140 is sufficient against any AMC and should be effective against CLs. Plus your encyclopedia says that the 194mm is "No longer in use" so I figured it would take a while to tool up the foundries to produce more.

Deep in the sub-basement of the offices of the Confederate Bureau of Ships in Norfolk, VA, designers work on what they think might be a good submission to the Colombian design contest (though they'll never see the light of day).

Or going in an entirely different direction, it's a well armed, armored Oiler. Why worry about coal when you can bring all the fuel you need with you. Also it might be able to refuel a destroyer or two.
