Thru treaty with the Republic of California I have a small naval base/coaling station there. Usually I only base one light ship there, but with the war Im beefing up my forces on the other side of the Pacific.

Quite reasonably, in my opinion. If they weren't all already in the area, I'd be deploying forces to near the warzone, for the same reason.

That should depend on how the war goes in terms of raiders, and along what routes such raiders operate....and who they decide to target. Since New Beleriand and Anahuac territory south of New Beleriand have two coasts, it will be difficult to cut them off completely.
