Baron Teofille De'Lekasset, minister of Foreign Affairs of the France and Graf Alexander Muraviev, minister of the Foreign Affairs of Russia met today at the Munich, the capital of the Bavaria. The main question of their meeting is prolongation of the World treaty and the Peace treaty.
If you remember those treaties was concluded between two powers in 1889 for 10 years and next year will be the last year of validation of these treaties.
Concerning the Peace treaty, on which Russia and France wouldn't unleash any wars in Europe and if be attacked by any European country – Russia will be supported diplomatically, economically or military to stop that war. All disagreements in Europe must be solved diplomatically, ministers come to the conclusion to ratify it for the next ten years.
And the World treaty becomes the point of protracted discussions. According this treaty Russia wouldn't be against expansion of France in Americas and wouldn't have any colonies there and France wouldn't be against expansion of Russia at the Minor Asia, Middle and Far East and wouldn't support any power, which declare a war of have any demands to Russia from that region.
The point of view of French minister is that Russia seems to undertake some diplomatic and other steps to found a colony in South America. Such conclusions were made by French part just after Russian Training squiadron anchored at the Machala (Peru) and stayed there for two weeks. But Russian part says that such long anchorage was needed to repais light ships of squadron after passing the Horn cape.
For its turn Russian minister found the French part's guilty in supporting Middle Kingdom and Persian Empire with new munition and weapon system and, furthermore, in intrusion their officers into armies of the named states, which contradicts with the World Treaty and threaten to the Russia's security at the region.
Negotiation on World treaty continues and the next meeting, which will take place in Karlovy Vary, might be decisive to the relations of two Powers.

After more than 2 months travel Russian Training Squiadron arrived today morning at the Rohan port of Harlond (Victoria).
The squiadron were met by Vessels of Rohirim: BB Goldwine, CC Araval and Argeleb and DD Haleth and Leofa under command of the squadron capitan Heorl Lithol.
When anchored, Russian ships begun coaling procedures and testing of the main mashines.
The most interesting fact in this story is that the inquiry for visiting the port of Harlond were send by the wireless telegraph, factory-installed on all of the squiadron ships. This is the first Russian navy ships, which were equipped with wireless telegraph of the Popov system.
The Squiadron will left Harlond of Rohim the day after, April, 17 evening.

Neva Accepts Ships

An navigation opening selebration take place today at the capital of Russian Empire. The Navigation opening is the time when ice breaking in the Neva river and free navigation can be possible.
A dosen of navy ships were stayed on the fairway of Neva, all of them decorated with colored flags on their masts. Tere were the Tsar's yacht "Derjava" and 6 new destroyers – two of Buiny class and four of Gremyashy class – among them.

Treaty Ratified, Power Balance Restored

The treaty between Russian Empire and the United states of New Switzerland was ratified today by His Majisty Tsar of all Russians Emperor Mihail the Second.
According to this treaty, contractors sweared not to attack each other, not to disturb each others plans in region, to respect each others point of view and territories in the region.
The treaty will come into force since 1st of May 1898 and will validate till 1st of May, 1903.

Training finished, Service begins

The Training Squiadron of RIN arrived toray to the Zolotoy Rog bay in Vladivostok. The Squiadron made a cruise of 15000 sea miles for about two months. Russian ships have visited Havre, Banjul, Rio-de-Janeiro, Valparaiso, Machala, Harlond.
The Commander of the squiadron further will be appointed the Commander of heavy AC squiadron, and ships of the TS will form new divisions of the Pacific fleet of Russian Navy.

One demontaged, two redesigned

As it just be acknowledged, one of four "Bayan" class armored cruisers was demontaged on slip. As the Navy Ministry representatives said, "the project of "Bayan" is dated for nowadays and we have redesigned two of four ships to make them up-to date and one ship was in 2% readiness, so it was desided not to build it at all".
But "Bayan", being in a great % of readiness, will be finished according its original progect.

New cruisers to the Russian Navy

The selebration of launching new imperial Russian navy ship took place today at the Russko-Frantsuzsky Zavod in Revel. "Bogatyr", as the ship were named in honour of the screwed corvette, which participate in many war accidents during the last Russo-Turkey War of 1877 – 1879, will be the first ship in new cruiser series. This ship is remarkable for its main artillery layout: 4 of its 12 main artillery guns are concluded into fore and aft turrets. The complection of the "Bogatyr" today is about 45% and she probably enter the fleet at the 1st quarter of 1899.
The sistership of "Bogatyr" — "Kagul" will be launched next week in the Sevastopol.

Invention of Radio is protected by the International Law

Professor Alexander Popov received today a patent on invention of wireless telegraph or radio. His invention is already used in several ships of Russian Navy and will be used everywhere in Russian Armed Forces.

Naval Construction will be on shedule

The Program of the Naval Construction to the period of 1898 – 1908 have beed ratified by the Emperor Michail II.
According to this program, in 1908 Russia will have 60 capital ships, 100 cruisers and about 250 destroyers. "In spite of the number of ships, it is mere trifle in comparing of Russia's territory. We have 4 fleets and when these ships will be commissioned, no one will notice the Russian fleet becomes larger. It will just become stronger", Admiral Butakov, the minister of Navy said to "Vedomosti".
To complete the program, The Ministry of Finance will give a loan of 300 billion of golden roubles to the Ministry of Navy.

Russia is against of barbaric diplomacy in Australia

The Russian Minister of Foreign Affairs made some comments today about Australia situation.
"We understand and appreciate every nation, which have their colonies and territories in the lands of Australia. But some of them just forget that Australia and most of Oceania were discovered and explored by French travelers and scientists. Thus France have secured for herself most territories of that continent, and after all some States which mean themselves as Powers, began occupation and mutual claming of that territories and lands, killing and enslaving Natives and taking to pieces all of her Resources.
We don't understand such way of business. Everybody must know the owner of Australia and offer Him to sell you some piece of the land, but not occupy it.
We denounce the manner of Chalif claiming some lands in Australia, we could not agree for DKB claiming the territories in Australia and after no any answer, occupying them, and we shall counteract to any further claim, if there will be no any answer of the owner – The France Empire - of that territories published."

Non-Agression to Rohan

Today talks renewed between Russian Foreign Minister Graf A. Muraviev and Rohan Foreign Advisor Gamling Arodson on the topic of a non-agression pact. The proposed treaty will be limited to five years, as which time the parties my renew or walk away from the agreement. It is assumed that the Russians don't want Rohan to interfere in their affairs, and Rohan does not want the Russians to get involved in American affairs.

Representative enroute

A Russian Representative to Rohan capital Edoras, council Vorobuaninov left today St. Peterburg. He went to Vladivostok by railway and then will steam to Harlond by one of the "Vostocho-Asiatskaya Company" steamers. He have already order a 1st class apartments on the Vladivostok – Los-Angeles regular line. This time steamer will make one stop out of the schedule – in Rohan port of Harlond.

New Treaty Ratified

The Non-Agression Pact with the Russian Empire was signed today in both St. Petersburg and Edoras. Copies will be sent to their opposite numbers.

Fast minelayer launced

The selebration of launching new imperial Russian navy ship took place today at the Russko-Frantsuzsky Zavod in Revel. "Amur", as the ship were named, will be the first ship in new fast minelayers series. This ship is remarkable for its minecarrying capacity – she may take on board more than 500 mines, and the maximum speed of the craft is about 21 knot.

Steamer sunk, no passengers alive

One of the Vostochno-Asiatskaya Company steamers run ashore yesterday's morning nearby Port Arthur. The ship sunk, no one of the passengers and cargo alive. AC Rurik and CL Elisaveta went to the tragedy point in rescue party.
