 Russia handovers Lianing for 100 years economical promices
Port Arthur, Lianing, January, 1st 1898
The 1st Brigade of Russian Pacific Fleet arrved today's morning into the harbour of Port Arthur.
After salut in honour of the Port Arthur and Middle kingdom authorities, the Lianing Governor of Middle Kingdom came aboard the flagship of the 1st brigade - squiadron battleship "Peresvet", where an Act of Gratuitous Handover of Lianing Provence was signed.
According to this Act Middle Kingdom handover the province of Lianing to Russian Empire for the next 100 years, but Russia should:
1. Build no less than 4 middle factories in province
2. Together with MK's companies organize a heavy factory – a shipbuilding yard with 2 big and 4 little slips and 2 middle drydocks. The income of this shipyard must be divided equially between Russia and Middle Kingdom
3. Russia must upgrade port of Port Arthur to status of 3 and port of Dalyan' to status of 4
Russian Empire may keep in Lianing her military forses, upgrade and build new fortifications.
The Act was signed by Lianing Governor of Middle Kingdom Li Tsin and new Russian General-Governor Alexeev.

Port Arthur wouldn't becomes the main fleet base in Far East

Port Arthur was declared by Russian Navy Authorities as the strategical point in Russian diplomacy at the Far East, "but this town will never be a main naval base of Russian Pacific navy", - said the Minister of Navy admiral Butakov, - "Port Arthur is good naval base to dislocate a part of our navy in autumn-spring period, but we couldn't , if the whall navy be put in there, react on-the-fly to every single changes of the international relations in this region. So we settle there only one Brigade and its composition will change every quiarter".
Today in Port Arthur anchored The 1st Brigade of Russian Pacific Fleet which composes of 2 squadron battleships of "Peresvet" type, one "Gromoboy" armoured cruiser and two cruisers of "Elisaveta" type. A dosen of destroyers and mine warfare crafts expected at the end of Febuary.

Vladivostok-Dalyan' cargo-passenger line has been opened
Vladivostok, January, 10 1898
Today the transportation on the Vladivostok – Dalyan' regular line begins. A passenger-cargo ship of East-Asian Steamship Company "Kursk" got under way to Dalian' with 4000t of military and civilian carriages and about 400 passengers.
It is expected, that "Kursk" and her sistership "Kazan'" will be working on the route once a week and begins their trips on Fridays and Wednesdays.

Tensions with neighbours

The Russian Ministry of Foreign Affairs claimed a protest to closure of Tsushima straits. As Graf Muraviev, Minister of Foreign Affairs, said, this closure destroys a normal way of steamshipping at the region and may cause some delays of shipping important cargos to our international trade partners.
To protect our cargos and ships of potential treat from New Switserland Navy patrols at Tsushima, mostly all ships of steamship companies, operating at the region will be equipped with armed guiard.
Minister Muraviev had already sent a Note of Protest to NS Foreign Department and now some negotiating to prevent a conflict take place between Russia and New Switserland.
It also had been the word that Non-Agression Pact may be concluded between countries soon.

Training or redislocation?
Libava, February, 15, 1898
The Training Squadron of Baltic fleet left Libava's Harbour of Alexandr the 3rd tomorrow's morning. No one knows the route of this squadron, but all accounts the aim port of this trip is Havre.
It is known beyond the doubt only that Training Squadron consists of one "Peresvet" type squadron battleship, two of "Uriy Dolgoruky" type armoured cruisers, three "Gilyak" type gunboats, three "Sokol" type destroyers and two steamers of "Volunteer's Fleet Co." Most of the ships have been launched last year and all of them finished trails and now has a training voyage under command of kontr-admiral Iessen.

Ships on slips to be redesigned
Revel – St. Peterburg, Febuary, 16, 1898
Construction of three "Bayan" type armoured cruisers stopped last week. The authorities of the General Navy Staff and of the General Navy Constcruction Comitee disproved the ghossips of scrapping these ships appeared immediately after work on the layed ships stopped.
Admiral Tyrtov, Director of the General Navy Constcruction Comitee said to the "Vedomosti", that these ships would be redesigned to carry new weapons, which Russian navy will receive soon. Mashinery and habitats of the crew would be also redesigned.
Work at these ships will continue as soon as new weapon systems will be commissioned to the navy.
By the way, the headship of this serie – "Bayan", - will be build according the original project.
