A question on Foreign Built Warships

I ordered a BB Hull From Russia while the new construction costs were going into effect.  With the rules changes I paid another 25% to cover the foreign built mark up.  At the same time I provided the Weapons and Engine Machinery.  Now that she is finished do I mark her as foreign built and pay the extra 25% upkeep or mark her as built to Iberian standards?

I take it she's of an Iberian design, which when coupled w/ the home made weapons and engines should IMHO make her "Iberian Standard".

If you payed the 25% on the build, the foreign yard bougth all the nuts and bolts, clocks and rivets to Iberian standard, and used the Iberian messurments as good as possible.
So the upkeep for foreign build ships isn't applicable.
