Sho burst into the room clutching a telegram in his hand. "Sir, you have to see this!" Jiang turned around, walking slowly up to his secretary. "What is this?" Reading the telegram, Jiang looked surprised. "The Italians declared war with New Zion? Aren't the Italians much more powerful than New Zion? What could they possibly hope to achieve through this war?" Sho, clamed down, spoke. "Well, sir, I believe the Italians are saying that people from New Zion assasinated their Pope."

Jiang: I don't believe it for one second. Its much more likely that the Italians want oil. Report our stance on this conflict. Though we may be far, we can still do something.

Sho: What else would you have me do?

Jiang: Call *censored* up. Perhaps we can strike up a deal...

The Empire of Italia does not usually fight its battles in the Court of Public Opinion but as some nations have impinged the Honor of the Empire we will respond by providing some facts to interested readers.

The Republic of Orange despite its claims to the contrary is a Slave holding state.  To support these claims the Empire of Italia will provide referenced sections of the relevant Legal Code of the Republic of Orange.  Before the Citizens of any country support a position that supports the Republic of Orange the Empire of Italia feels that they should have all the facts and to decide for themselves if they would choose to live under the authority of such a government.

The reader should note that the Word Slave only appears once in the legal documents referenced and then only to deny that they exist.  But if the reader compares the legal rights of those persons to those of a Slave in the period where they were legal in more of the world I think the readers will find that slavery does still exists in the "Civilized World".
We will start with the section detailing the rights of the Native Population:
Natives ("Kaffirs" or "Blacks")
The black primitive masses originally inhabiting the continent. But the tribes were chased away from the better lands, forcing them to live on marginal farmlands. They provide the bulk of the cheap workforce in the mines and agriculture. Laws restrict their employment in the industry, and they cannot live permanently in white settlements. There are strictly enforced segregation laws to avoid unnecessary intermingling of the white and black population. Few lucky ones are able to work in the white towns - for a maximum of three months a year. They are not slaves legally, but they have limited rights and even that is often ignored. Moreover, when black people stay in "white" areas, they must belong to a white (not colored) person who is not only responsible for them, but also have almost unlimited power over them - this is often translated as slavery by ignorant foreigners.

The Republic of Orange claims it pays all its workers, but if it only pays them enough for subsistence living in abject poverty subject to the order of and I quote here "White (Not Colored) person then if this is not Slavery what is?

Next we will cover the section on the so called Brown People:
Colored ("Kleurlinge"): a mixed group of neither-white-nor-black part of the population, mulattos, people from India and native Khoisans - who has lighter skin than bantu tribes. They are subject to negative discrimination, but their rights are much closer to whites. For example, there are already a limited number of colored officers both in the Army and the Navy, and they can marry white people. They make up a significant part of the urban poor, as blacks are prohibited to stay any extended period id the city. Negative discrimination makes it harder for them to rise up, but there are examples of successful entrepreneurs, engineers and doctors who rose from their ranks.
Although they are considered 'genetically' (no one use this exact word) than whites, their white ancestry is held to allow them to rise up by their own talents. Their political power, mainly to their diversity and low number of colored who are wealthy and educated enough to be enfranchised - thus eligible to vote.

It appears that Brown people are allowed a bit more latitude within the Republic of Orange but are still not afforded the full protection of the Law.  They make up a significant portion of the Urban Poor because the White persons of the Republic of Orange appear to allow them to live in the cities full time.   

So this is the nation that people see as the champion of the Poor Zionite Nation in East Africa.  The Empire of Italia does not ask for your support it simply asks you think what does the Republic of Orange hope to gain in New Zion a huge nation containing and very large number of "Kaffirs and Kleurlinge".  Perhaps they intend to sell them off as a work force as they did with most of the Zulu Nation of Africa?

We forget, civil rights must be a change done unto itself by the government in question, not forced on it.

The Daily reports:
The presidental elections are closing in, with each candidate preparing campaigning. As each potential presidentand vice-president waits anxiously for the month of March, others are concerned over the Italia - New Zion War. Surely, if the war prolonges, this will become a topic of much interest, a key point for any candidate seeking the position. The candidates are:

Jiang Zhiqing - Sho Tzu (Reformist)

Xian Jun - Bao Hun Kai (Republican)
Kai Lou Xia - Tomoya Chen (Green)
Yun Ming - Kaiser Yu (Independent)
Ying Nao - Yang Tzu (Conservative)
Ah Bin - Wei Fung (Authorative)

Running for president and vice-president again are the Jiang Zhiqing - Sho Tzu pair. They were very succesful during their presidency and as such are the most likely to win the election.

The Xian Jun - Bao Hun Kai team represent the republicans in this election. Known for this many academical acheivements, they are likely to appeal to vast, education - geared masses of the RRC.

Representing the Green party is the Kai Lou Xia - Tomoya Chen pair. They propose many enivornmental changes. They are sure to meet fierce opposition from the conservatives. It doesn't help that Kai Lou Xia is fairly young and that Tomoya Chen is of mixed blood (not fully chinese). They are one of the least likely to win the election. The masses of the RRC are not exactly enviornmentally concerned afterall.

One of the most popular piars, the Yun Ming - Kaiser Yu team. They are running as an independent party. Yun Ming, well known for his silver tongue in convincing people to side his way, is well respected by professionals around the country. Kaiser Yu, who is of mixed blood, meets less opposition than Tomoya Chen as he has proven himself capable of being vice-president, president even. Kaiser Yu, regards by his collegues as a genius (although he has yet to produce a masterpiece worthy of global recognition).

The Ying Nao - Yang Tzu pair are fiances! Despite this liberal approach to presidency (if they win, Yang Tzu will be the first female vice-president), conservatives are okay with them? This is because they started and own one of the most famous conservative newspapers in RRC, The Critics. The majority of the conservative votes will be expected to go to them.

Finally the Ah Bin - Wei Fung team may be one of the most unpopular teams. Although acutally being of an independent party, many people have labeled them as being of an Authorative Party. Their approach to the government is places more power, too much in the eyes of some, to the president. Some say that if they are elected, they will sell their souls to the Imperials, bringing us back under the rule of those eunichs.

Patriots Of All Sizes and Ages Protest in Central Plaza
People of all sizes and ages sat down in the Central Plaza today. From high school students to old war veterans, the crowd was indeed diverse. When asked why they were doing this, they replied simply that it was because they were Chinese citizens. What is the meaning of this simple but enigmatic phrase uttered by almost anyone you ask in the crowd? The posters and banner they wave holds the answer. They wish for China to become one again. However will the Government respond to this? It should be noted that the government lead them protest, never sending a single soldier to control them. Do we want to have the Imperials ruling, who would have responded to such a protest by overrunning the citizens with soldiers, or the lenient and generous Reformist?

A note of uneasiness hangs above the citizens heads. Was the two year peace only the calm before the storm?

Peace has broken out in the New Zion - Italia conflict! Displeased RRC citizens abandon their diligent observation of the news report and return to everyday life.

With the increasing involvement of other nations with their implemention of "security forces", the RRC is dismayed. If the trend continues, the RRC may send 2~3 corps to New Zion to overlook the other troops.

The bianuual elections have reached the semifinals!

The Ah Bin - Wei Fung pair have been knocked out (not to our surprise) as well as the Kai Lou Xia - Tomoya Chen. The elections are heating up! The presidental pair are topping the projects for the 'most liekly to win'. Coming in close are  the Independents. Surprising, the Conservatives are dragging behind. Perhaps there are too few conservatives in RRC...

The Elections are now reaching the final drag! The Presidental pair and Independents are struggling for popularity. With out a 1% difference in popularity the Presidental pair are looking towards to the Provinces. WHo will win?

After a disappointing fall back, the Presidental pair clear the lead with a 6% popularity lead and controls most of the provinces' votes. The president remains the president. Yun Ming reported noted that he would run in the next election. Perhaps a comeback next time? We'll have to wait and see...

Sho Tzu: Regretablely, the attempts at a nonagression pact with New Switzerland have failed.

*murmurs fill the room*

We even went out of our way to ask those damned creatures for such! Unforgiveable! Those ungrateful trash!

Yun Ming: Now, now. Let's calm down. Without a nonagression pact, doesn't it just make it easier to crush them if we ever needed to?

Sho Tzu: The next issue is: The civil unrest and calls for unification.

Its easy to solve that. We can just rush soldiers in and break them up.

No, we cannot! A newspaper just praised us for letting them protest.

Then what do you suggest we do?

Yun Ming: Now, there is no immediate solve for such a thing. You know as well as I do, that the only way to solve this problem is to take over our northern brothers. That would prove most difficult.

Yes, but we are stronger now! We are more advanced!

Yun Ming: We are more advanced. However, how much more are we? It makes no difference if they have ten times our forces' power. You forget we haven't incresased our miltary's size in the two years since we signed a ceasefire.

You raise a good point. So what should we do?

Yun Ming: Patience, my friends. I present to you the *censored*.

Will we be ready for such a plan?

Yun Ming: Indeed we will. We have adequete time and resoucres. My good friend Yu informed me that the Engima is almost complete and his officers are well trained. Not only that but, we are sure to gain some support from... various sources.

Sho Tzu: Very well, let us continue. Our diplomat has informed us of various events taking place in Indochina. What stance do you think we should take?

It is obvious that one more friend is better than a neutral. You know our answers.

Yun Ming: You heard them. We will support *censored* but be discreet about it. It is of the utmost importance that no one knows.

Sho Tzu: Okay! Our last issue of this meeting. I have found that people find our ideals to be less than safistory. They call us communists.

Why that's utterly stupid! We are pratically a republic. We are about as communist as a democracy!

*loud objections fill the room*

Sho Tzu: SILENCE! Mr. Yun wishes to speak.

Yun Ming: Thank you, Mr. Sho. As I see, it, it is just a matter of titles. We did list our official government as a democratic socialist government. If we change it to a republic there would be no problems, yes?

But certain nations hold republic with contempt.

Yun Ming: Well you can't make everyone happy.

Sho Tzu: It shall be so. This meeting of the Directors is offically disbanded. You may all go.

Unhappy about the change in the government from a Democratic Socialist State to a Republic, a small group of people gathered for the first session of the National Congress of the Communist Party of China. Among them was the young 21 year old, Mao Zedong.

Enough! Let me see the numbers. Impossible! We cannot win.

We cannot give up the fight before we even fight! There surely are ways to defeat such a force. It wouldn't be the first time a weaker force has prevailed over a stronger force.

Such opmistic views should be avoided, as we are now. We WILL lose. But, we can still win. The situation is not a lost cause yet. There are certain actions we can take to reduce their power.

Sho: What won't?

Jiang: Well looking at these renew threats, we hardly have any use for an armoured cruiser. Besides, who ordered the Guangdong in the first place?

Sho: I believe it was Mr. Gen, sir.

Jiang: Tell me the progress of the Guangdong.

Sho: Wait for a moment while I go get the budget books.

*Sho leaves the room and returns with the budget book*

Sho: Sir, they say that the Guangdong was fully paided for in cash, but no materials were ordered or worked in yet.

Jiang: That's good news. Send someone to collect the money back from the shipbuilder. He should have most of the cash left.

*later*

Sho: Sir, the shipbuilder said he never recieved the cash.

Jiang: What? Call in the Secretary of Treasury.

SOT: What is it?

Jiang: You are familar with the construction of the Guangdong, yes?

SOT: Why yes, what about it?

Jiang: The shipbuilder claims that he never got the money.

SOT: Oh, of course. I waiting for the material to get ordered before giving the money away. Afterall, why would the shipbuilder need it if the material needed to spend the moeny on isn't even there?

Jiang: You give me headaches... But I guess its alright, you saved important money.

SOT: Well sir if that's all, I'll take my leave now.

*Jiang waves him off and the Secretary of Treasury leaves the room*
