Pope Gregory XVII - Be seated Monsignors, This meeting is to be sealed as if by the confessional.  We are here to discuss the war in East Africa and what if anything the Holy See of Rome should do about it.   Cardinal Rinaldini as the Foreign Secretary for the Holy Roman Church you should begin.   What is happening in the world.

Cardinal Rinaldini - The Empire of Italia's declaration of war met with some rather unexpected Diplomatic opposition across the world and the Republic of Oranges counter Declaration appears not to have been a surprise.   We here in the Vatican as you ordered have with held comment lest we be forced to openly condemn the war and destabilize Rome and by consequence Vatican City.   The general populace appears to generally be in support of the war  based on the Empires stated purpose to revenge itself for the attack on the Emperor.  Our suggestion to certain Imperial Officers that Pope Pius X would not have appreciated being the cause for a war seems to have been accepted even if the rest of the world seems to have over looked that fact.  The war started and suddenly and very uncharacteristically stopped.  Gaius Marius has never been hesitant in his actions so I don't know what truly motivated him to give up an advantage like attacking a foe who is not full mobilized.   The reports I have read indicate the Legions were ready to carry on with the offensive as the main impediment to their advance was terrain and some defensive positions.   They were about to literally as I understand it blast those defensive positions out of their way when the order to stand down was sent.  I'm surprised the order arrived in time.  As we currently stand a cease fire is in effect for several more weeks and has been accepted I believe by all sides.   We have that amount of time to make up our minds before the war resumes.

Pope Gregory XVII- Interesting Cardinal Rinaldini and the Foreign Diplomatic Attacks against the Empire, what of them?

Cardinal Rinaldini – Those are most interesting of all because many of the nations doing the diplomatic attacks are either so far away as to be irrelevant.  In one case Maoria an Imperial Trading Partner declared its open support for the Empire by Declaring war on its own volition against New Zion.  It was a diplomatic nightmare over in the Foreign Office from what I understand.   Until then the Empire has apparently been trying to constrain the war and all of a sudden it appeared to be welcoming help from literally half a world away which was widening the war.  The other case I do not understand is Grand Columbia.  On the face of things Grand Columbia is one of the staunchest of Catholic Countries in South America and a firm ally of Iberia which quickly supported the war but refused to actively join the war.   What Grand Columbia is doing with its repeated Diplomatic Attacks on the Empire and its constant proposals for peace escapes me for the moment.  I think I will have some members of the Society of Jesus ask around or would you prefer I send for Cardinal Rodriguez or Cardinal Romero and ask them, it would take a month to get them here but Cardinal Romero still hasn't come up with a plan for the Expansion of the Diocese in North and South America.  That report was due months ago....

Pope Gregory XVII – Yes, I agree have our Nuncio in Cartagena contact both I would like a report on what they believe the President of Grand Columbia is up to.  And more importantly its time Romero came back to Rome and finished up that report.   I'm not getting any younger and if South America wants more representation in the Conclave of Cardinals I will need that report before I die.   And the Diplomatic Attacks I understand most have been about insufficient evidence.  Cardinal Della Cheisa you are our legal scholar both Civil and Theological.  So what about this evidence?

Cardinal Della Cheisa-  That is complex, I know for a fact from our Brothers in the Society of Jesus that not even we have all the facts.  There is information in a file held personally by Lucius Decumius, and that Old Warrior doesn't leek news to the Press or to his Priest.   We also don't know where he got the information so we must assume its one of his agents.   But on the face of things here is what we know, or what the Empire believes.   First the stated opinion of the Government is that New Zion in an attempt to seize the Imperial Province of Eritrea, or Burundi it is unclear which attempted to Assassinate the Emperor Gaius Marius and his Imperial Guests 2 years ago in the court yard below.   The evidence that we know about is highly circumstantial and I would hesitate to take it into a court of law.  Were I to be the prosecuting magistrate I would have sent Lictors to apprehend the conspirators searched their homes for evidence and proceeded to trial only after I had more information.  But as the Empires foreign minister clearly stated for the Emperor this is not a court of law.

Pope Gregory XVII- That's clear enough is there any possible way to persuade Lucius Decumius to give us the information in that file you mentioned?

Cardinal Della Cheisa- No there isn't Lucius Decumius has served the Royal Family for 40 years and his family for at least 5 generations before that.   He would refuse and rebuff any such effort and more importantly he would report it to Gaius Marius.   The only way to get that information is too openly ask Gaius Marius for it.

Pope Gregory XVII- *smiles* and interesting suggestion Giacomo my old friend a very interesting suggestion.   Why don't you go to his Imperial Majesty and discuss our concerns with him.  He is obviously troubled by something and we need to know what that is.  And if you can convince him that father church needs that information he might just share it with you.   In the meantime we need do nothing as Rome itself does not appear to be in imminent danger and thus the Church is safe here.   Oh and in the meantime has the Society of Jesus discovered yet who the Senate will elect as Censors this year?

Cardinal Rinaldini*chuckles* Surprisingly, Holy Father the society has not yet been able to determine which two of our Senators will be given the enviable task of determining everyone's social rank this year.

Gran Colombia has, in the past fifteen years, lost warships to French piracy, suffered French attacks on its strategic infrastructure, and sacrificed seventy thousand of its men to defeat the French-funded Anahuac city-state in Amazonas del Sur.  France has never acknowledged nor apologized for these atrocities; nor has Gran Colombia, as imperfect Catholics, ever forgiven them.

Gran Colombia has, in the past fifteen years, watched the CSA overthrow a previously sovereign government of Jamaica, then provide basing rights to the rabble assaulting Jamaica just three years later.  The CSA has dishonorably interfered in Colombian territorial acquisitions on the basis of information that was shared out of courtesy.  The CSA has, in conjunction with Italia, conspired to engineer a war of aggression against Gran Colombia and its Iberian ally.  Even now, Gran Colombia can not reconcile the wise words of Mr. Wilson and the mobilization orders issued by his President. 

So, from my perspective, it comes down to this:  the French-Italian-Confederate triumverate is a grave and continuing threat to Gran Colombia, and to all those who would not bend to the delusions of French hegemony.  Anything that weakens the French-Italian-Confederate triumverate is in the national interest of Gran Colombia.  Anything that strengthens the triumverate - such as the conquest and annexation of New Zion, or damage to the Orange Republic - is against the national interest of Gran Colombia. 

It is my preference to advance Gran Colombia's national interest through diplomatic and economic means, hence my published statements and continuing efforts to mediate an agreeable peace between Italia, New Zion, and Orange.  I would welcome the diplomatic resources and best efforts of the Holy See in this effort, so that we may avoid the necessity of Gran Colombia pursuing its national interests through other means.

Imperial Residence Rome – Late January 1915.

It had been a long day already and it was only just after lunch and was likely to get longer still.  Lucius walked into the Imperial Study where Gaius Marius was busy doing paper work and study maps of Africa and the Middle East.  "Its time for some more tea and cough medicine my Lord" He said to the Emperor.   Gaius Marius smiled at Lucius.  "Is it already I have so much paper work to finish and all the interruptions about the Grand Columbian peace talks keep interfering with the work."  Lucius smiled back as he handed the Emperor a hot mug of tea and a small glass of brandy with the medicine in it.  "In addition my Lord I hate to bring this up but you have a request for an audience for after dinner".   The Emperor frowned, "I was hopping for a quite evening maybe some brandy and more rest, and you know the doctors are after me to get more sleep but with this war on I'm having trouble sleeping."  "I must apologize Your Majesty, said Lucius, "but the request comes from the Holy Father, who is sending Cardinal Chiesa to see you at your earliest convenience."  The Emperor of Italia sighed, "if the Pope has sent me an Emissary then I must of course make time."  "Lucius please have the Cardinal brought to me here directly after dinner unless Giacomo my old friend wish's to join me for dinner."  "A meeting with the Cardinal could get me out of another state dinner and into a warm room for a quiet meal."   "I will see what I can arrange" Lucius informed the Emperor.

Hours latter Lucius knocks at the Private Dinning room off the Imperial Study.  "I am sorry your Majesty but Cardinal Chiesa has sent a message saying he has been delayed he hopes to be here in time for Brandy after dinner". The Emperor chuckled quietly and then coughed several time from the effort of laughing.   "Well this meeting is still getting me out of a horrible court banquet so I cant hold his tardiness against the Cardinal."   "Show him in when he arrives and have someone come into stoke the fire a bit more."

Out in the foyer leading into the Imperial suite a slightly wet Cardinal Chiesa is escorted down the hall by a pair of liveried servants and a pair of Praetorian Guards.  He stops next to the fire place not far from the desk where Lucius Decumius is working over some papers.   "So Lucius its been a long time" said Cardinal Chiesa.  Lucius looks up and ever formal greeted his old school friend, "yes it has you Eminence".  The Cardinal warmed his hands at the fire as he spoke, "the weather has been horrible the last few day Lucius how is the Emperor doing".   Lucius looked hard at the Cardinal perhaps trying to determine his motive and then said, "he has an unpleasant cold and he doesn't sleep enough".  " He has not, ever since the attack on his family but I think you already knew that."  "So are you here to ask him about the New Papal guard project you and Cardinal Rinaldini worked up or to ask after the information your priests tried to get out of me and several of my agents".   "Don't worry I do not mind the snooping I figure if my people can keep the information away from you and the Society of Jesus' constant snooping the practice will do them good when a real enemy tries to acquire something from them."  Cardinal Chiesa smiled, "well cant a person make a call on an old friend just to see how he is doing."   Lucius chuckled and looks down at his paperwork, "not if that Old Friend is the head lawyer for the Vatican they cant besides I know you well enough after all these years to know how you like to accomplish multiple tasks at the same time."   "Well your Eminence" Lucius said, "His Imperial Majesty bade me bring you directly to him so if your hands are warm and your dry enough I will take you right in but try not to keep him too long he needs to get some rest and he was up since before Five this morning."   As the Cardinal and Lucius walk towards the door the Cardinal spoke quietly, "I will try Lucius I will try."

Cardinal Chiesa and Emperor Gaius Marius sat before a large oak table polished to a sheen a large fire place to one side heated the room on a cold rainy blustery night.   They were enjoying some Brandy and were discussing the upcoming election of the Senatorial Censors.  When the servants had taken away desert and poured more Brandy for both men the Emperor offered Cardinal Chiesa a Cigar.   The Cardinal refused, and Emperor Marius laughed saying "you should not refuse Old friend these were a gift from Emperor Jamie of Iberia he gets them from some place in the Caribbean and they are quite excellent".  Slowly snipping off the end of his cigar and lighting it with a wooden match, "so Giacomo do you come as my old friend or as an emissary from his Holy Father."   Cardinal Chiesa replies," I did not come under false colors your Majesty but wearing the robes of my office."   "But I also come as your friend, you know we hear things and as priests it is our job to listen is it not."   Emperor Marius nodded slowly puffed and then blew a smoke ring, i"ndeed it is" he said.  Cardinal Chiesa continued, "The Holy Father and the College of Cardinals wished  me to inform you that we intend to recruit a body of young men and train them to protect the Vatican.   These young men would be drawn from all walks of life and from many Catholic Countries and they would be trained here in Italia. "  The Emperor smiled, "I do not foresee any problems with this request, and I will provide trainers from the Praetorian Guard and the Army as necessary".  Cardinal Chiesa held up his hand to forestall the Emperor, "excuse me but that is not all, it will be necessary to recruit from many nations so that all Catholics can feel they can participate in the defense of the church if necessary. "  "But, more importantly the trainers will have to come from many nations as well."   The Emperor looked intrigued and contimplated the idea for a moment before he replied "perhaps, I think Iberia and Austria would be willing to send a trainer or two as required."  Cardinal Chiesa smiled "but what about Peru, Grand Columbia, the NUS, DKB, Netherlands, Bavaria, UNK, Ireland, the CSA and France" said he.   "We do not expect all of them to send trainers but over time we expect they will and we will need Imperial permission for this."   Gaius Marius looked closely at his Old friend, "you do indeed ask a lot."  "The Southern Cross treaty partners have been difficult to deal with and Grand Columbia is the worst of that lot.  They are constantly bickering with the Confederates over islands in the Caribbean and the territory in Central America."   "Why don't they just set down one with the other and simply work out an equitable division between them even if the have to include Rohan?" asked the Emperor.  "I don't know I have no objections to Austria or Iberia both those nations and Italia have begun to improve our relations recently possibly even the NUS as they too have proven easier to deal with since we removed that fleet we had deployed to the South Atlantic."   "But Grand Columbia Giacomo is challenging Our Honor with this peace proposal of theirs they are actively endangering the lives of our soldiers on a diplomatic stunt mostlikely doomed to failure".  "They are buying badly needed time for Orange and New Zion to ready their forces and prepare defensive positions.  I would have to discuss Grand Columbian participation in your plan very carefully with my advisor before I approved the plan".  "The same can be said about many of the other states as well we would need to reach more peaceful and friendly relations with many of the nations you listed before I allow them to send Military Advisors to Italia."   Cardinal Chiesa sighed, "we were afraid of that" he said "The Holy Father can only ask you to consider the proposal and too discuss it with your advisors."   "In addition the Church is ready and willing to help Italia reach out to all of those nations the Church of Rome would see its children no matter where they lived to be in peaceful discourse with one another."

The two men paused in their discussion as the servants knocked at the door and then entered to refresh the drinks of both men and to stoke the fire.  The Emperor sat quietly smoking the cigar and occasionally coughing while Lucius came in and checked the room.  "My Lord your Eminence" Lucius said, while handing the Emperor a small silver cup for you cough my Lord.  After the Emperor drank Lucius nodded politely to both men and quickly left the room closing the door behind him.

Cardinal Chiesa took a sip from his Brandy. "This is really good Brandy where does it come from?" he inquired.

"I believe from the North Africa," Gaius Marius replied. "It is surprising how good the Grapes and other fruit grow when proper irrigation is provided. There are so many more improvements to be made in the African Provinces.  So I assume you also wished to talk to me about the War."

The Cardinal sat silently for a moment before he replied. "Not directly no, neither the church nor the Holy Father have anything to say to you as Emperor about the war against the Zionists in East Africa."  He paused taking another sip of the brandy. "You know our position on war and our general opposition to all wars. The Church is concerned about the safety and security of the Church and most importantly the safety and security of all the members of the Church."

The Emperor sat listening for a moment before putting out his cigar and leaning forward conspiratorially. "So exactly why did you need to speak to me all you have told me so far could have been communicated through our aides'."

Cardinal Chiesa quickly replied, "But that is simple. I am here out of concern for you, Old Friend.  As I said we in the Vatican hear things and we hear that you have had trouble sleeping, we hear that you are ill, and more importantly you have not been to see either myself or you confessor in many months. This is very uncharacteristic behavior and if something is bothering or troubling you it is our calling to help you."

Emperor Gaius Marius sat back in his chair to contemplate the Priest before him. He recalled the days before that man had become a Prince of the Church and of the years where he had been a Priest on of many in the Imperial household. "You came to help me?" he asked. "Why?"

The Cardinal sat back in his chair before replying, "It should be obvious that you are under a lot of stress and the Empire right now depends upon your strength."

The Emperor sighed upon hearing the Cardinals reply. "Is the situation really that bad?" he asked.

Cardinal Chiesa answered, "Yes, it is Marcus. Aquila was forced to use some very harsh tactics to put down the revolts in the South during the Chaos of 1904 and 1905. The peace and security we enjoy now is a result of those actions but even so he has a great many enemies in the Senate from the South."

The Emperor sipped his Brandy. "And we all understand about Decius Taurus, don't we? The bull in the China shop. He would make a great soldier but a very poor Emperor too rash by far that young man. So... whom do you think the Senate would choose or do you think they will skip a generation to young Armedo Ferdinando, or Tommaso Cecilio. Both, while young, show considerable promise."

"We simply do not know at this time and would prefer not to risk a prolonged fight in the Senate during this time of Crisis," replied Cardinal Chiesa.

Gaius Marius visibly slumped in his seat by the fire.  "Have I failed so badly then in the task I set out 40 years ago to accomplish? Is the Empire not a stronger more vibrant nation then it was? Less strife ridden?"  Turning to Cardinal Chiesa, he asked quietly, "Father will you hear my confession?"

The Cardinal stood and walked around the table to sit next to the Emperor. "Of course Marius, my old friend. Of course."  He then walked over to the door opened it and spoke, "Lucius, the Emperor and I will need total privacy for the next hour or so, could you please see to it.

Lucius looked startled by the request, "Total privacy?" he asked.

"Total" replied Cardinal Chiesa. "... and perhaps have the firer stoked and bring the Emperor some more of his medication if you think it is time he had some."

Several hurried minuets latter Lucius escorted the servants out of the chamber. "All the guards are now gone, Your Majesty," he informed the Emperor and the Cardinal. "I will be outside the door at my desk in case you need anything."

Cardinal Chiesa took a chair next to the Emperor and quietly waited for the Gaius Marius to begin.

The Emperor began slowly almost hesitantly t speak. "Is Anger a Sin, Giacomo?" he asked.  "Not just fleeting anger but a slow burning rage?"

Cardinal Chiesa paused as if waiting for more before answering. "It depends on what caused your rage. Indignation about injustice is not a sin but anger without forgiveness... Yes, it can be a sin! What is causing this Anger, Marius?"

"What is causing the anger?" Marius replied thoughtfully. "I thought that would be obvious. I was attacked, my family was attacked, my guests were attacked, and that attacker murdered Pope Pius!"  Marius was visibly agitated "That is what is causing my anger!"

Cardinal Chiesa waited patiently, "I see... So you are mad at the Assassin but he is dead, is he not?" the Cardinal inquired.

Still agitated Marius replied, "Not just at the Assassin but at the people who sent him! The people protecting the Zionists, the people who stall and accuse while those murders laugh at the Empire laugh at me."  The Emperor's tirade went unfinished as he began to cough in a jagged harsh manner that ended several minuets latter with small drops of blood on his handkerchief.

Cardinal Chiesa poured a small douse of medication from a bottle Lucius had provided earlier and handed it to the Emperor, who drank it once the coughing had stopped.  "How long has this been happening?" Cardinal Chiesa inquired.

It was several minuets before the mix of opiates and Alcohol in the medicine calmed the Emperor of his intermittent coughing. The Emperor slumped back into his chair.  "Since last Christmas", he replied. "And your doctors... What do they say?" asked a very concerned Cardinal.

"They don't know what it is," replied the Emperor. "Just that it comes and goes and gets worse when it rains or is cool.  They say it is not Tuberculosis but how can they be sure? I am dying, Giacomo. I am old and I can feel it, right here," said the Emperor tapping the right side of his chest. "... and there is so very much work left undone. Could this affliction... this pain in my chest where Pope Pius was shot... could this be a punishment from God... for my failures?"

Cardinal Chiesa took a moment before answering the Emperor. "There are always things left undone Marius. Always. And when have you ever failed at what you set out to do?"

Marius slumped even further in his chair and coughed softly as the medicine began to work. "I failed to protect Pope Pius, Giacomo. I failed him miserably. I offered him my protection and I allowed those miserable Zionists with all their hate for things done a thousand years ago to send an Assassin into the Vatican and they murdered him. Not intentionally. I know that, but they murdered him none the less."  Marius paused for a second before continuing. "And that father is why I get so angry every time one of my Diplomats or Advisors tells me I should or I must make peace with them. I have seen all the evidence against the Zionist, heard all their denials and it simply makes too much since. They had a motive they espouse their motive every day in their hatred of all things Italian, Roman, and Catholic. They had opportunity and I know everyone had opportunity but they had it as well. And they had the methodology. Remember our classes in logic? The Kingdom of New Zion is less then 10 years old and yet they claim to be the oldest kingdom in the world but its obvious they learned to conduct foreign policy from their sponsors the Old leadership of New Switzerland. I remember when agents of that government attacked another monarch and her Child." Exhausted by his tirade the Emperor leaned back in his chair.

The Cardinal sat up strait in his chair and straitened his scarlet robes of office. "Do not give into despair, Emperor Marius, for this is what you combat. You are not responsible for Pope Pius death you did not fail him. You, Cardinal Rinaldini, his Holy Father, and I all conspired with Pope Pius to return the Holy See to its rightful place. And we succeeded, even though the cost was both more and less then we had thought. Pope Pius would have given his life to accomplish our goals so we cannot lament the fact that God called him home when his task was done. And you cannot despair over the task yet undone. You may be dying but someone else will take your place when you are gone, even as Pope Gregory took the place of Pope Pius. I say again fear not and despair not."

The two men sat silently for a great deal of time, both thinking about what had been said. The fire crackled and sparked behind them as the slow rains of an Italian winter fell outside the window.

The Cardinal was the first to speak. "I think you said you are mad at the people who are protecting the Zionists... Who are those people?" he asked quietly of the Emperor.

The Emperor finished the last of his Brandy before replying. "The Orange Republic, or so they claim, and or course Grand Columbia!"

Cardinal Chiesa immediately responded. "You need to examine this anger. Why are you angry at both of them and more importantly why Grand Columbia? They are simply trying to make peace."

Both men paused while the Emperor though for a few moments. "I guess I am not really surprised by the actions of the Orange government. Our relationship with them has always been strained, and they are trying to take over every part of Africa they can get.  What they intend to do with a few million more slaves I really don't know however. "Why is that?," inquired Cardinal Chiesa.

The Emperor Smiled and chuckled for the first time since the conversation had begun, "Because of the rumors that Lucius informed me of what Rey did after the Anahuac Assassins murdered his father." Cardinal Chiesa visibly shuddered and the Emperor Marius chuckled again.  "Not those rumors, Giacomo, not those. He sent his troops and called for aid and destroyed the city of El Dorado. Those other rumors... well I would never consider doing such a thing. It would be barbaric!"

Giacoma Cardinal Della Chiesa pulled himself upright in this chair. "You must not succumb to the despair you were feeling Marius you simply must not.  There are others out there who can help you continue your tasks and if no other is possible, the Church will help you. But you must spend some time examining the reason behind your anger and, yes, your fears. You must confront those fears and only you can decide what you will do after that. Your penance is this, re-examine your feeling and try to find a way to forgive those who have transgressed against you. And get some rest, I will talk with Lucius you need more sleep and Lucius and I will make sure you get it."

Rome Times – January 20th 1915

The Imperial Esercito today announced that several weeks ago it began to call up several additional reserve units across the Empire.  These units were called up to replace Active units that were in the process of being transferred over seas.  The Imperial XII, XIX, and XXIV legions will all be mobilized to Active status with the call up of additional drafts of reservists and the first call up of the 1915 draft year.

In addition the new Armored Cruiser Vigilanza along with a number of new harbor patrol craft will be transferred to the Indian Ocean Fleet as soon as they finish ongoing training and gunnery exercises.

I do not believe we resolved if there is still a Swiss guard. However, the New Swiss seems to have comprised much of the Protestant folks, leaving Switzerland quite Catholic and a source for such a thing. King Lugwig III is well known as a devout man, and made clear his support for the papacy in Rome.  So yes, it is a reasonable expectation that trainers-at the least- would be available.
