While we're talking about rules changes, I wonder if it's time to codify rules for heavier than air aircraft?

Olekit, who seems to be more or less out front on the issue, says he's using Carthaginian's proposed rules from this thread:

Do we have consensus that those rules work?

Since planes are virtually 'free' at the moment, I would prefer a factory based approach, where you pay for a factory, and said factory can produce a set number of planes per half.

Foxy's proposal sounds reasonable to me. A question: would you also have to pay for airfields? At least at this juncture, I lean toward "no", since an airfield in 1912 (or 1914) consisted of at minimum a relatively flat straight stretch of grass and a few tents, maybe a few other structures.
