With 1909 on 1912 in Ukraine in general all was quiet.

The authority existing in Kiev has divided the powers: Duke Cyril has remained the Supreme governor of the Princedom, and its brother Vladimir has taken northwest territories of the country under the trusteeship. The prime minister had been appointed Minister for Foreign Affairs Grushevsky.

The national economy was under construction, all available assets were put in escalating military potential, and, first of all, development of navy, and creation of new militarians industrial productions.

Such policy of authority spent during last 3 years, has led to an impoverishment of the population of Ukraine: their incomes did not grow, and charges increased because of increase of taxes and the basic food stuffs and clothes. Meanwhile, the authority pretended, that does not notice it.

The government of Ukraine has sharply limited the rights of the nations living in territory of the country, to self-determination, legislatively supporting exclusively ethnic majority.

In the foreign policy the Ukrainian state began to follow more aggressive and irreconcilable policy. Some times Ukraine was on the verge of diplomatic accident, arguing with adjacent Romania about territorial borders in area of a mouth of Danube. Coldly concerned to attempts of the Baltic Confederation to conclude the peace treaty, motivating refusal by that " the part of territory of this country historically belongs to Ukraine".

The Ukrainian governors have reacted to the beginning of Austria/Iberia — Ottoman war sharply, actually having supported Ottoman Empire. But continuations of reaction has not followed: in Kiev understood, that the introduction into war can strongly provoke Russia, term of the peace treaty with which yet has not expired and obliged to not enter the open confrontations both states.

Thus, by 1912 Ukraine was economically independent, the militarized country with shovinist policy, not accepted the rights of other nations and possessing greater ambitions on change of the world order on adjacent with it territories.

I suppose the above could be represented by mobilisation of the economy. The price would be IC contracting year by year.
This was discussed in the context of New Swiss economic policies, IIRC.

A good thing I didn't know that Ukraina was Ottoman friendly  ... but I still left a few corps in the north, so it played out correctly.

Of course, I'll show the economy growth in my reports. I hope soon all of them - 1910 - 1912 - will be online.

Yes, The Ukraina is friendly to the Ottomans. And first of all because Russo- Ukrainean pact forbids to make it official  ;)
