Just curious about one thing, does this paragraph carry the same implications that the IRL Hague convention did on this matter?
The IRL Hague convention stipulated that fixed mines that came loose had to either become inert or explode, and not continue to function if they were cut from their anchors.

My thinking did not go that far or into that much detail. I wanted to ban free-floating mines, i.e. of the "dump'em overboard and let'em drift freely with the currents and tides" variety.

Still, I think it would be a good idea to think about the implications here.
If the treaty allows for mines to stay active after becoming "Non-Sedentary", the clause is really a bit pointless, as it would allow mines to be designed to break free (such as making anchor ropes out of sewing threads), and still be in compliance with the treaty.

As the Netherlands is not a signatory, it really is not my thing. But I think it would be good idea for the signatories to reach a clarification on this issue, to avoid future disagreements.
