There were many angry debates at topmost Military and Civilian level, concerning actions in 1913.
Finaly, the decision was reached to:
- repair the fleet the soonest possible;
- devote all yard capacity to repairs;
- put off new naval construction until 2/1913 or 1/1914;
- suspend expansion of naval facilities
- sell surplus steel abroad to speed up reconstruction of the army;
- devote 1/1913 to analysis of the Balkan War's lessons for the army, and in 1/1913 begin rebuilding of the two hardest mangled corps;

The two most bloodied corps - the Strilstsy Kresovi and Hunyadi Janos were put on top of the list for rebuilding.
In the meantime the latter was stationed in Serbia, where excess rations were passed on to the populace. And it was given all Serbian and Montenegrin recruits as replacements.

Meanwhile, the 2nd AFL Korps and 6th Reichswehr Ulans Kavallerie were posted to Albadonia. As the locals are not Habsburg subjects, the AFL opened its ranks to the Macedonians, Albanians and Vlachs wishing to join.

The Imperial and Royal couple left for Rome for a State and Spiritual Visit, on the invitation of His Holiness.
