The moderators will review the current status of rules for doing stuff secretly and advise you shortly.

As a reminder, just like with R&D, if you don't tell the Mods (all of the Mods) about your plans for secret stuff during a turn, your secret stuff doesn't happen and your efforts are wasted. 

The only circumstance in which it's okay not to tell a certain Mod your plans is if you are actively engaged in black operations against that Mod's nation.
