Peru, with the principle "War on the enemy territory is preferable to war on our territory"
decide to built 2 cruisers raider in 1907 & 1910

-Commerce raider & naval night bombardement of enemy coast (industrial sites...) with 150mm guns
-High speed to escape enemy squadron cruisers & 90mm quick firing to repulse torpedo boats
-Great range need for Pacific raid.
-1 Coal and 3 oil fired boilers
-2 observations balloons (warm air) are in board - cable 300m
-60 mines
