Fleshing out my puppet. There was some Orange investment that brought up this small piece of desert to some decent living standard.

Oman

Population 0.6 million (1906) 0.675 (1912) 0.7 (1914, projected)
IC 0.6
Revenue: 1.2

Domestic economical investment keeps up with demographic growth (IC = pop)

Economy
Agriculture: fishing, pearl diving, grazing, oases
Mining: limited amount of chromite, Copper, silver and gold mined by Orange firms. Salt.
Industry: Revenues allowed Oman to refurbish its small shipbuilding and repair capacity, inherited from the Caliphate. They need to import steel, though.
Petroleum industry (also Orange owned) is refining crude oil in relatively small quantities, imported from Persia.

Infrastructure:
Port 1, dock 0, Slip 0
750mm railroad from Muscat to the North along the coast, to the mines. Notable for its use of motor locomotives and motorcars - water being a scarcity in the desert climate.

Army

The "Standing Army" comprises of half a thousand household troops of the Sultan. Other loyal tribes has a similar amount available.
Upto about half a corps worth of desert troops (4/1) can be mobilized in times of need.

Navy
Two Dutch-built sloops, approaching the end of their useful life.
Four old torpedo boats still in working condition
One vessel converted to minelaying.

It must be noted that there was a noticeable decline of piracy in the recent years, which some attribute to the better financial situation of the Sultanate, others to the restraining hands of the Orange overlords.

Financed by banks, Oman could buy new ships, $0.8 can be spent annually on military purchases.
