I'm still thinking there should be a "reconstruction" set of rules after, and seperate from the "rebuild" rules.  A reconstruction is more serious work being done to a ship (changing the base hull structure).  This would be very expensive and not normally done.  This would cover things like barbette changes, lengthening the bow, changing the stern, reconstrustucting a VTE engined ship to a turbine set (due to prop shaft placement I'm told this cannot be done without serious reworking of the stern and hull).

Would 40% baseline be enough?  Plus added components like the refit rules.  Would the cost difference in light tonnage between the old vessel and the reconstructed vessel be added (or subtracted if less) from this 40% + components?

Scrap the ship. Modernization would cost $3 and 1.4BP. Scrapping would yield you $0.6 and 0.6BP.

Build an additional 3000t Rapidkreuzer. It would cost $2.4 and 2.4BP. Or a 1500-2000t sloop if you want to economize.
