Is the Ottoman Empire available for play?

Probably, but I don't see any Mods around to confirm it.

Looking through the Ottoman ships, to what level of similarity do you think I would have to keep to the plans of the former player?

No more so than you wish.
Those ships were just built with 'external help' and represented a 'learning experience.'
After them, the Ottomans began building more unique ships... or that's a good enough story for us. ;)

The Ottoman Empire is open for new players.

Basic point, a  player is considered a leader of state and active as long he makes the Half Year Reports in time.

after looking over the ottoman fleet (not a bad fleet realy id atleast keep the BBs) you are in a fairly decent posistion.  (other than being Surounded by Imperialistic Neighbors ^.^)

Notice the ^.^ from Tanthalas? I interpret that to mean, "Please go ahead and do that, it will make my plans eaiser to complete." I.E. your probably screwed either way as that whole half of the planet seems to enjoy taken lands from those they can.  You should go somewhere warmer anyway. Maybe you could take over New Swiss w/ Foxy gone and whatnot? Opinions? What open country is more pertinent to the global scheme of things?
