The Rock Doctor

As a reminder, the Black Pearl rendezvoused with Swiss ships - in plain sight - in the aftermath of the convoy incident that triggered the war.  It is likely that a few of the French survivors, Peruvian sailors, and Firanji passengers noticed this and made mention of it once their freedom was secured. 

If Gran Colombia becomes aware of Biloxi's mission, she will be welcomed at Pago Pago for provisioning.

Meanwhile, the aftermath of the Los Angeles disaster will prompt tighter security measures in Gran Colombian ports...

The witnesses all claim the same. That the following things happened.

A large group of NS warships attacked and sunk the 2 French escorts.
An "Indian" cruiser nearby had a fire,  but didn't do anything else.

The known pirate ship Black Pearl had an exchange, in plain sight, with the Official NS warships, and the crew of the freighters involved claim that one box with Caliphate gold was transferred to the Pirate, for "services rendered".

This all was in newspapers over the world in various degrees of accuracy.

"The latest census figures are in, Sir... we're still lagging far behind everyone else in population development. Our attempts over the last couple of years aren't seeming to have borne any fruit. Sir, I was wondering if we should... well, if we should begin an incentives program. Perhaps $5 a month for every healthy child beyond the second, or something like that. Maybe a bond that will pay off when the child reaches 18, perhaps enough for 10 acres of land or something. It would encourage people to have more children."

"The incentive program would likely see a faster population increase, would it not?"

"Yes, sir... but it'll cost a lot more."

"Lets plan for this, then- and I'm trusting it to YOU, Thad, since I'm not long for this office- I'm going to have the Party start a bill to set aside two million dollars per year to subsidize this program. I think I still have enough pull left to do that. You will, if Teddy wins, press him to continue to do this for at least his 6 years in office. Hopefully, by then, it'll be a self-sustaining fund. If not, and you are able to get yourself or an ally elected, then continue it for another 6 years. Payout will be $1.75 per month for every new child over the second. That will at least keep the new child in milk and diapers for the first year or so, and help with the groceries later on. We won't pay out on existing kids, but will on any new ones born to a family."

Agreed but atleast this one has a proper understanding of how things should work, Red=Dead in the CSA lol. (and we can always hope they will just elect him Dictator for life cant we)
