Next question - do we have official rules for buying aerodromes/airplanes?  I see nothing that appears to be 'canon'.

"Within reason" is a term I've heard... right now, I have 'aerodromes' (translation - 'big, flat, open fields') in Miami, Pensacola, and La Paz. I, however, only have heavier-than-air craft operating at La Paz at the moment. I have plans to establish a flight school at Pensacola by 1912, but for the moment, most of my experimental work will be confined to the Baja desert and about 25-30 planes (increasing to about 50 by end of 1910).

Well all zeppelin bases can serve as airfields, as just about any clearings at the time.If I had to put a price to an airfield I would say $1, to represent the tents and minor infrastructure facilities, everything else is just overkill. For planes, say $1 per 10 planes? Cost decreasing as technology improves, then increasing again as planes become larger. 

The Baja desert is not good plane territory, you would be better served by moving your plane facilities to Tucson.

If I remember correctly La Paz had decent wind which should help easly aircraft get off the ground.

I remember we had some rules, but I don't recall if they were fully converted to the new systems, as they were being argued at the end of N2's active period.

id imagine that choice was made for the same reason I chose Tunesia large open spaces, and the ability to maintain security.

Security? At this time? Only people worried about security were the Wright Bros and that was due to Patent Infrignment! NS had a lot of security but not around planes, heck the Wrights are test flying thiers next to Phoenix!

Excellent winds coming off the Sea of Cortez, making for good help at takeoff.
Kind of like Kitty Hawk, NC- the sea breeze keeps the planes from straining too much.
Of course, in La Paz, I loose about 2 month's flying time per year to tropical weather... but nothing's perfect.
