I look the Hamidieh class of PC's and gave them a standard refitt.  Changes are to remove the underwater torpedo tubes and replace them with deck mounts (also larger torps because of the new tech).  Also they got some misc weight, had none before so they now have small radios.  Increased ammo storage from 150 to 250 rounds.  All changes cost 390 nm of range.

Cost: 2908 / 1000 * 0.2 = .5956 for base refitt plus 0.018 BP & $ for new torpedo tubes, radio and torpedo's themselves.

total cost: $0.5956 and 0.018 BP

      - Belts: 0 tons, 0.0 %
      - Torpedo bulkhead: 0 tons, 0.0 %
      - Armament: 15 tons, 0.4 %
      - Armour Deck: 218 tons, 6.4 %
      - Conning Tower: 6 tons, 0.2 %
   Machinery: 1,328 tons, 39.1 %

   Fuel, ammunition & stores: 488 tons, 14.3 %
   Miscellaneous weights: 14 tons, 0.4 %

Overall survivability and seakeeping ability:
Survivability (Non-critical penetrating hits needed to sink ship):
     2,675 lbs / 1,213 Kg = 50.7 x 4.7 " / 120 mm shells or 0.7 torpedoes
Stability (Unstable if below 1.00): 1.45
   Metacentric height 2.8 ft / 0.9 m
   Roll period: 11.1 seconds
   Steadiness   - As gun platform (Average = 50 %): 92 %
         - Recoil effect (Restricted arc if above 1.00): 0.24
   Seaboat quality  (Average = 1.00): 1.84

Hull form characteristics:
Hull has rise forward of midbreak
   Block coefficient: 0.450
   Length to Beam Ratio: 9.56 : 1
'Natural speed' for length: 20.57 kts
Power going to wave formation at top speed: 39 %
   Trim (Max stability = 0, Max steadiness = 100): 50
Bow angle (Positive = bow angles forward): 0.00 degrees
