its a fixed (im not a good enough pilot to fly a true rotary just to damn squirly) the way I invisiond the aircraft (and its reflected in the Modle im working on) is a pair of my W3s layed on their side one pointing left one pointing right, this was part of my 3 fold plan to handle cooling issuesanother was to use a fairly large engine cowling but no prop spiner.  if I have time today ill actualy try and get it finished so I can post a composite image for everyone to look at.

The reason for rotary engines was that they saved quite a bit of weight, early aircraft engines had enormous problems with vibrations, so usually they were either rotary or they needed a flywheel. And flywheels were simply added dead weight...
Rotaries also had much less problems with overheating while sitting still on the ground.

Rotary = a bitch to test pilot though ^.^ (were I an actual pilot it proly wouldnt be such a big deal) many early (aka the era we are working in) aircraft used fixed radial type engines borowed from the motorcycle crowd though, thats where I actualy got the idea for the W3.

Torque is cheap.

In all likelihood the aircraft would turn well in one direction only.  It might be able to turn the other way, but would do so at a much slower rate.

That really only was an issue with late war fighters, who had much more powerfull (and heavier) engines spinning much faster.
Most ww1 fighters had rotary engines.

The advantage of a rotary engine is a much superior power-to-weight compared to non-rotary engines. So using a fixed engine gives you a heavier engine that is more prone to overheating and has greater problems with vibration (and therefore less reliability).

And the aircraft still have preformance like a late ww1 aircraft.

Background on this meeting, for the first time im going to include the full imperial Cabinet in a post, ill most likely end up doing it in multiple parts. (aka it could be a large news item)

Marius: Alright gentlemen let us get to the business at hand, General Juguratha since we rarely have the privilege of your company at these meetings perhaps you would like to begin?

Juguratha: Of course milord, First some trifling matters on the legions.  We have procured several (refers to his notes) automobiles and lorry's for testing purposes, these are operating with Legion Lupi di Toscana , and Legion Cirene at this time.

Scaurus: General do you have the cost figures and numbers associated with this experiment at hand?

Juguratha: Im afraid I do not, however by tomorrow evening I can assure you I will have a full accounting for the senate.

Scaurus:  That would be acceptable thank you, please continue.

Juguratha:  The next matter would be to report that we have experienced a small setback on our Large Aircraft program.

Marius: Oh and what would that setback be? I wasn't aware that you even had a functional prototype as of yet.

Juguratha: We do not milord, we had anticipated having one ready by the end of the month.  However Fiat will not have the engines ready for at least another 6 months, apparently some problem with cooling leading to catastrophic failure.  As such we are going to go with the engines from the Aquila, which will necessitate a minor redesign, we should be ready to begin testing next month.

Marius: Outstanding, will it still be capable of the intended mission?

Juguratha: We believe so milord, although the reduction in available power may hinder its operation somewhat.

Scaurus: Milord, General a question, I was not aware of an aircraft program other than the Aquila, what exactly is the intended mission of this aircraft?

Juguratha: It is a long range aircraft capable of carrying passengers.  The Navy intends to use them for long range Maritime patrol, their mission for us is rather cloudier.

Scaurus: Would not this project be more in the prevue of the Navy then?

Juguratha: In truth yes it would, however as we were the ones originally approached with the proposal, we have been developing it.

Scaurus: Fair enough when you have time could you see that a report is prepared on it for the Senate?

Juguratha: Of Course, Perhaps I could even arrange a showing of the prototype for you and a few members, but enough on that topic I have one more to address.  The Situation in Egypt.

Marius: Yes that matter is beginning to drag.  Please enlighten us on what is happening there.

Juguratha: Yes milord, the Forces of Quasim Zafir, and Tahir Yusuf continue to make gains.  There are also reports of forces once fighting against them that have now thrown in with them.

Marius: Interesting so some of their former opponents have realized that they are likely going to win and decided to swap sides.

Juguratha: So it would appear milord, their forces already control over 60% of the Country.  From a strictly Military Perspective it is only a matter of time before they control the rest, the Balance of forces just leans to heavy in their favor.

Marius: Thank you General is that all?

Juguratha: that is all I have for you at this time milord.

Marius: Very well, who wishes to present their reports next.

Sulla: if I may Milord.

Marius: (nods toward Sulla) What do you have for us today Admiral.

Sulla: Milord I am happy to report that Gaulius is well under construction again, and that the report on the bombing tests is nearly complete.

Marius: Good, and what per say are the initial findings of the report?

Sulla: it has become obvious that the Aquila, will require strengthening of her framework around the engine, we will also be reducing the horsepower output of the engines due too large scale cracking of the structure.

Marius: So another setback in our aircraft programs, this seams a day for bad news.

Sulla: to be expected when one is working with new technology im afraid milord.

Marius: Yes that is becoming only to apparent, continue.

Sulla: Capitan Sparrow is also a matter of note, while he is in our Custody we only have the Chlorine that he was hauling to hold him on and his Manifests back his claim that it was intended for Delivery to New Zion

Scaurus: Our friends the French im sure you are all aware are most insistent that he be sent to them at our earliest convenience.

Sulla: Be that as it may in truth other than refusing to allow a search and firing on our cruisers, the second being a Capital offence gentlemen we have no real evidence he was doing anything Illegal.

Scaurus: This however is a matter of the Law Admiral, and that is the prevue of the Senate, which august body has made its opinion Blatantly clear he must go to France to stand trial for his crimes.

Decumius: If I might interrupt gentlemen, while the man in question is no longer in the custody of the first secretariat, I must comment on the fact that he is most boisterous.  I find it doubtful that he has the Intelligence to be a successful pirate, I actually find it amazing that he has managed to stay alive at all.

Scaurus: While I understand your opinion sir, the fact remains that the senate has voted.  The outcome of that vote was to send him to France, we are all bound by the law.

Marius: Agreed, no man not even myself is above the law.  Decumius make arrangements for the Lictors to transport him to France.

Decumius: As you command Milord.

Marius: What is next on our agenda?

Caesar: (Standing obviously weak his once strong voice now barely above a whisper) My son, the Economic package has passed the Senate.  Our heavy industry will begin to receive its necessary funding for expansion as you have requested (Caesar returns to his seat more falling into it than sitting down)

Marius: Thank you father in-law, and then gentlemen let us draw this meeting to a close if there are no other matters for my attention.

(nods all around the table)

Decumius: Milord I have most distressing news for you.

Marius: Well out with it.

Decumius: Milord I have received word that the tests previously conducted against the ship were faked.

Marius: (Laughing uproariously) of course they were faked, we needed the senate to see the operation as a success.

Decumius: Then you knew about it Milord?

Marius: Yes old Friend I was fully aware of the plans, however it is best that whatever source you received this information from be quieted.

Decumius: I will see to it myself sire.

Marius: Good if the senate were to learn of our Deception im afraid they would be displeased...  Also make sure Admiral Sulla is apprised that he may have a leak in his yards.

Decumius: It will be done.

Marius: Good, if that is all then be off.
