The Icarus Pact.

1. The Empire of Japan, the Nation of Romania, and the Kingdom of the Netherlands agree to set up the International Weather Research Institute at Kituk Island, Romania.
2. Each nation shall contribute equal %s of finance to conduct the Institute’s weather research. Romania shall assign a director of research and each of the other nations shall name a deputy.*
3. Semi-annual weather reports shall be issued for the world based on the best data that the Institute can obtain and analyze. The Signatories conducting international weather research shall report each step of their combined progress as Weather Research.
4. Appendices added.**

·   Constantyn Yso Kistvolk for the Empire of Japan named as Deputy Director.
·   Herman Flieglemann for the Kingdom of the Netherlands named as Deputy Director

** The implementation appendices are private science agreements among the named Signatories and deal with administration and finance of the Institute.
